The Borough of Chambersburg is excited to announce an exceptional opportunity for a high- level management professional to join our Recreation Department as the Director of Recreation. This pivotal role requires a dynamic leader who will oversee all aspects of the department, including the management of recreation facilities, grounds maintenance, sports league programs, and numerous activities at the Eugene Clark Recreation Center and the Chambersburg Aquatic Center.
As a key member of the Borough Management team, the Director will report directly to the Borough Manager and Deputy Borough Manager, leading a team dedicated to delivering outstanding recreation services to our community. The successful candidate will develop annual departmental objectives, manage budget and operations, supervise staff, and engage with the Recreation Advisory Committee to define and achieve strategic goals. General Duties and Responsibilities of the Director of Recreation
(Not all inclusive)
General administration, development, and direction of a dynamic park and playground system and recreation programs for people of all age groups, abilities, and interest levels within the greater Borough area;
Direct the work of professional, technical staff, and administrative;
Develop new and/or revise existing programs for review by the Borough Manager;
Oversee the inspection of playground equipment for safety and planning purposes;
Work with the Recreation Advisory Committee (RAC) in establishing department goals and objectives and exercises considerable latitude in achieving these goals and objectives;
Work with staff, RAC members, and civic groups in developing recreational opportunities for a service population of approximately 40,000 persons;
Prepare and deliver reports and communications to the General Public, RAC, Borough Manager, Mayor, and Town Council;
Develop annual report articles and other marketing materials regarding the Recreation Department and the Aquatic Center;
Develop department budget for the consideration of the Borough Manager and Borough Council, including capital improvement projects and executes approved annual budget;
Executes approved expenditures and records revenues utilizing official Borough policies and procedures;
Authorizes purchases and oversees the maintenance of accounts;
Works with the Finance Department on revenue forecasts and reporting;
Obtains cost estimates and bids on capital improvements;
Write and administers State and Federal grant applications;
Work with Recreation Maintenance Supervisor to develop and maintain a facilities maintenance plan for planning purposes and maintenance requirements;
Oversee the maintenance and construction of gymnasiums, meeting rooms, parks, playgrounds, offices, and other facilities;
Work with the Fire Department and the Human Resources’ Safety Manager in conducting safety and maintenance inspections of facilities;
Oversees the planning and organization of the annual 4th of July festivities at Memorial Park;
Evaluates the quality of recreation programs, including effectiveness of programs, and adjusts programs accordingly;
Evaluate the work of direct reports and recommends remedial training as required;
Develop and implement a positive public relations program for the department;
Attend meetings, seminars, and classes; participates in continuing education and vocational training opportunities; keeps abreast of changes in professional recreation administration;
Administer operation and maintenance of the Aquatic Center, while adhering to the requirements for employing minor employees;
Evaluates the Aquatic Center’s effectiveness and suggests enhancements and replacements, including water features and non-water activities;
Periodically evaluate the fee schedule and cost of services for the Aquatic Center and makes recommendations for the Borough Manager’s consideration;
Ensures all staff are certified and licensed, where applicable, to perform the responsibilities of their positions;
Evaluates technology and software;

Education Required Bachelor’s degree from an accredited college/university in Recreation or Sports Management or another subject with sufficient educational experience in recreation management and programming.
Preferred Certified Park and Recreation Executive (CPRE) certificate from the National Parks and Recreation Association; Certified Playground Safety Inspector (CPSI) certificate from the National Parks and Recreation Association; Certified Pool Operation (CPO) certificate from the State Parks and Recreation.
Experience Minimum of seven (7) years’ experience working in a municipal environment with parks & recreation, youth sports, and municipal pool experience, directly or among a portfolio of services, in a leadership or management role. Or an equivalent combination of education and qualifying experience.
