Position Summary: Plan, coordinate and administer the operation of The Municipality of Norristown’s recreation programs, parks, and facilities.
Essential Functions
Develops and implements goals and objectives for Parks and Recreation Department.
Plans, develops, schedules, and evaluates all municipal recreation programs according to community needs.
Directs, and controls all departmental funds; reviews financial records; prepares and revises annual budget.
Hires, trains, and evaluates the performance of departmental personnel; organizes and supervises volunteers.
Organizes long-term capital planning strategy for department and facilities.
Initiates and coordinates grant applications and required submittals for facilities.
Coordinates planning and improvement projects with consultants.
Plans and implements department’s public relations.
Represents the Municipality in dealing with other governmental units, and other outside organizations. Coordinates joint programs with other municipalities and organizations.
Purchases new equipment, fixtures, and supplies; writes and advertises bid specifications; maintains inventories of equipment, fixtures, and supplies.
Performs related duties as required.
Required Knowledge
Extensive knowledge of philosophy, objectives and methods of organized recreation and park maintenance.
Extensive knowledge of accounting budgets and management techniques.

Ability to represent the Municipality with a professional appearance and demeanor.
Ability to stand and move about for a minimum of 4 up to 6 hours.
Ability to see, hear, smell, bend, stoop, squat, reach above shoulder level, kneel, lift and carry 50-100 pounds, crawl, climb, push and pull; ability to use hands for repetitive actions.
Required Education and Experience
Certified Parks and Recreation Professional (CPRP)
Child Abuse Clearance, PA State Police and FBI clearances
