Primary
Provides senior leadership to the Recreation Services Division, including management of the recruitment, hiring, training, and performance of full-time, part-time, and seasonal employees.
Oversees strategic planning for the Division, including the creation and execution of strategic goals based on an analysis of community needs, public feedback, and current program offerings.
Represents the Department before and as part of various boards, commissions, and community groups. Interface with other community organizations to create partnerships, community events, and to make policy recommendations.
Prepares, submits, and administers the Recreation Services Division annual budget request. Manages budget performance, including setting and maintaining cost recovery goals for different programs and service categories.
Responsible for asset management of recreation facilities. This may include construction management, oversee maintenance and repairs and manage asset replacement plan. Prepares and submits capital improvement recommendations.
Receives, investigates, and responds to public complaints that have escalated through subordinate staff and pertain to division programs and staff.
Presents reports and recommendations concerning division programs and facilities to various community stakeholders, including at monthly Board of Park Commissioners meetings.
Secondary
Along with other division directors, performs duties of the park's administrator in their absence.
Occasionally travels to state, regional and national meetings and workshops.
Occasionally plans and directs various programs as demand dictates.
Oversees and ensures routine maintenance and repairs of division vehicles, equipment and facilities. Maintains inventory of all division equipment and materials.
Takes all reasonable steps to maintain a safe work environment.
Performs related duties as assigned.
Difficulty of Work and Personal Work Relationship
Performs duties that are broad in scope and impact and require the consideration of complex variables due to their potential interrelationships in the assessment, design and implementation of division programs for the community. Incumbent is required to have the ability to express thoughts and ideas in a clear and effective manner, both orally and in writing.
Work is performed primarily in a modern office environment with no unusual physical demands, though frequent travel is required within the community to the various facilities and programs that the division operates. The incumbent needs the ability to be able to travel regularly throughout Monroe County to facilities and events. The Incumbent is often required to work during evenings and weekends, and makes frequent presentations.
Maintains flexible schedule and is on-call and available for staff for after-hours and weekend questions or issues. Attends Board of Park Commissioners and related meetings as required.
Maintains frequent contact with department administrator, staff and subordinates for a variety of purposes including explanation and interpretation of policy and program goals, coordination of activities, and rendering program services.
Frequent contact is required with members of the general public and various community groups during varied situations and circumstances, often requiring tact and the use of persuasion to gain cooperation in the face of difference of opinion.
Bachelor’s Degree in Recreation, Physical Education, Sports Management or related field or equivalent knowledge, skills, and abilities to perform the essential duties of the position.
Demonstrated knowledge of the full range of theories and principles accepted in the field of recreation management or a related field, and the ability to apply such knowledge to meet the recreational needs of the community.
Five years of experience working in a management position.
Demonstrated experience creating and managing multiple budgets.
Knowledge of Parks and Recreation functions, and ability to direct division-related operations and staff consistent with program and service goals.
Ability to prepare and maintain accurate financial records and reports.
