General Description of Work: The Director of Parks and Recreation is the administrator of the Parks and Recreation Department and reports directly to the Mayor. The Director manages, conducts, and supervises all programs, operations and facilities of the City’s Parks and Recreation Department, performs various administrative, public relations and marketing functions, and supervises all Department personnel. The Director of Parks and Recreation also performs duties of other Departmental personnel as needed to ensure effective operation of the Department and its facilities.
Supervision Received: Receives general supervision from the Mayor. Schedule: Regular business hours, with additional hours as needed or directed by the Mayor; Department programs occur during and after regular business hours and on weekends and create additional time demands.
Primary Duties: 1) Administration a) Executes various administrative procedures and actions, such as processingpayroll, according to established practices.* b) Develops and implements strategic planning and programming for the Department such as researching, developing and presenting plans and specifications for programs, services, equipment, and personnel.* c) Develops fee structures, projections and estimates to prepare annual operating and capital budgets and presents proposals to City officials.* d) Conducts evaluations to assess effectiveness of personnel, programs, services and events.* e) Researches and applies for grants for special projects or programs.* f) Plans and coordinates special projects and events; coordinates efforts with Department staff to ensure effectiveness of special events and projects.* g) Coordinates efforts with other City departments to ensure effectiveness of programs and services of the Department and to direct maintenance and repair of recreation facilities, buildings and equipment.* h) Develops and administers the annual department budget; monitors and approves Department purchases, and ensures budget activities comply with pertinent regulations.* i) Negotiates contracts for various services, equipment and supplies.* j) Attends all Council meetings and various administrative meetings, attends Parks and Recreation Commission meetings as a non-voting member; represents the Department at public events.* k) Researches, prepares, presents and reviews records and reports of Department programs, services and activities.* l) Researches, requests/coordinates, and presents Department legislation.* m) Maintains current awareness of recreation programming and services trends.* 2) Supervision a) Develops, communicates, implements and evaluates Department policies and procedures; reviews and modifies as necessary to ensure effective operations.* b) Determines Department staffing structure and assignments; modifies structure and assignments as needed.* c) Coordinates assignments and projects; monitors progress to ensure completion according to project goals and deadlines.* d) Reviews various reports of Department activities and enrollments to monitor effectiveness of programming and services.* e) Coordinates hiring procedures with the Human Resources administrator; interviews candidates and makes hiring recommendations to the Mayor.* f) Determines Department training and certification/licensing needs; provides or coordinates training, ensures training requirements are met, and establishes/maintains records of all required training.* g) Provides direction, guidance and support to Department staff.* h) Monitors and evaluates employee performance, provides feedback, documents performance issues and actions, and enforces discipline.* i) Meets with employees and supervisors to hear, evaluate and resolve employee concerns.* j) Conducts Recreation staff meetings as needed to communicate and receive information pertinent to administration of the Department.* k) Performs duties of other Recreation Department personnel as needed to ensure effective operation of the Department.* 3) Program Development, Public Relations and Marketing a) Develops programs, marketing and promotional strategies for the Department.* b) Coordinates marketing efforts with staff to ensure that programs and services are advertised and marketed effectively and efficiently.* c) Monitors program enrollments and participation levels, reviews marketing effectiveness and modifies strategies to achieve desired marketing and enrollment goals.* d) Responds to questions or concerns and provides effective customer service to facility users and program participants; researches inquiries and responds to same to resolve concerns.* 4) Miscellaneous a) Attends training and meetings as needed or assigned.* b) Performs various other duties as needed or assigned.* c) Assists in compliance with Public Records Act requirements
Required Knowledge, Skills and Abilities: • Knowledge of the Macedonia Recreation Department, facility operations, policies and procedures, including various reporting procedures and requirements. • Knowledge of City of Macedonia Ordinances, rules, policies and procedures,including purchasing, budgeting and legislative procedures.* • Knowledge of personnel management and supervisory practices. • Knowledge of administrative practices and principles. • Knowledge of various local, state and federal laws including all relevant safety regulations related to the Recreation Department and facility operations. • Knowledge of current trends in community recreational programming. • Knowledge of grant resources, opportunities, proposal writing and administrativeprocedures, and ability to obtain funding and grant support.* • Ability to establish and maintain effective working relationships with supervisor, co-workers, other City departments, public officials, the media, and citizens of the community to create and maintain a positive public image of the Recreation Department. • Ability to provide effective strategic management for the Department. • Ability to provide effective supervision; resolve employee grievances or concerns. • Ability to prepare and administer a departmental budget.* • Ability to operate standard office equipment. • Ability to operate word processing, spreadsheet, database and RecWare software programs. • Ability to organize, prioritize, coordinate and delegate Department workload.* • Ability to create, prepare and present effective records, reports and presentations.* • Ability to conduct or direct investigations of public inquiries and complaints; resolve complaints and conflicts as needed. • Ability to perform duties of other Department personnel as needed. • Effective analytical, problem-solving, decision-making, project management, time management, organizational, conflict management and negotiation skills. • Ability to perform routine office procedures. • Ability to see, hear, sit, stand, stoop and bend to perform typical office work.
Required Minimum Qualifications: Requires a bachelor’s degree in Recreation Management or a related field and at least five (5) years of previous experience in progressively responsible positions in parks, recreation and/or fitness Program Management, or equivalent experience that provides the necessary skills and abilities to perform the work. A valid driver’s license is required. An individual who poses a threat to himself/herself or others in the workplace is deemed not qualified for the job. Preferred Certifications: Certification to administer CPR.
