This is a salaried position (exempt from over-time pay) that is responsible for the supervision of summer and program staff, event and program coordination, and all operations of the City park system. The position is responsible for ensuring the facilities, grounds, and programs are well maintained in coordination with the City’s Maintenance team and meet the needs of the community.
The Parks Manager develops and implements park policies and procedures, assists with the development of a master parks plan, manages the park budget, promotes park usage and community engagement, is responsible for the implementation of a new membership management system for the City Pool, and manages all aspects of summer tennis and swim programs.
This position also performs special initiatives as requested by the City Council or as needed by the Community Development Division (CDD).
Essential Duties and Tasks:

Provide managerial leadership, administrative and financial direction, as well as direct the operation of City-wide parks, recreation and leisure services programs and facilities.
Analyze program effectiveness, manage, plan and supervise the traditional recreation programs that include but are not limited to special events, youth development and senior programs.
Assist in preparation of the department budget and oversee budget expenditures.
Supervise and allocate human, financial and material resources in order to meet the City's recreational needs.
Oversee the beautification and landscape maintenance of the City to include parks, ballfields, pool and other City facilities.
Directly supervise professional, administrative, technical, and trades employees over parks, recreation and leisure services divisions and programs to include contractors.
Attend professional seminars, training and meetings as required;
Any and all other duties as assigned

Minimum Qualifications and Required Knowledge, Skills and Abilities:
A Bachelor’s degree in Recreation, Physical Education, Landscape Architecture, Horticulture, Park Planning and Design, Public or Business Administration or related field, or equivalent combination of education and related work experience. .
Four (4) years of Parks and Recreation experience or related field.
Reporting Responsibility: Director of Community Development
Knowledge, Skills, and Abilities:
Knowledge of the principles and practices of modern parks and recreation planning or management;
Strong decision-making skills
Develop or forecast of funds needed for equipment, materials, and supplies and maintain the allocated budget;
Excellent written and oral communication skills and group presentation skills;
Ability to work independently on multiple and varied tasks;
Ability to read and comprehend city, state, federal regulation;
Collaboratively work with other staff on key city events;
Acts proactively and is deadline oriented;
Creativity desired with the ability to be innovative and create unique outcomes;
Ability to attend evening meetings.
Other Requirements:
Must possess or have ability to obtain a WV driver’s license.
Must successfully complete a thorough background investigation.
Must possess or have the ability to obtain within thirty days of employment and must maintain Community CPR, First Aid and AED certifications.
Must obtain within 12 months the Certified Playground Safety Inspector certificate through the National Recreation and Parks Association National Playground Safety Institute.
Must obtain within 12 months the Certified Aquatic Facility Operator (AFO) through the National Recreation and Parks Association.
