The North Clackamas Parks & Recreation District (NCPRD) seeks an experienced, dynamic, and motivated Aquatic Park Manager to lead operations at the North Clackamas Aquatic Park. In this vital community hub, safety, recreation, and connection converge. This position offers the opportunity to make a lasting impact by managing a facility serving thousands of residents and visitors annually.
As Aquatic Park Manager, you will be responsible for overseeing the facility's day-to-day operations, including programming, staffing, budget management, and facility maintenance. You will lead and develop a team comprising four full-time staff members, two regular part-time staff members, and between 60 and 140 part-time temporary employees. You will coordinate aquatic programs that meet community needs, ensure compliance with health and safety codes, and promote a positive and welcoming environment for all visitors. In addition, you will work closely with other District services and community partners, contribute to long-term planning, oversee marketing efforts in partnership with the Marketing Manager, and ensure that the Aquatic Park remains a safe, well-maintained, and vibrant destination.
The successful candidate will bring strong knowledge of recreation facility operations, aquatic programming, and health and safety regulations. This individual will have demonstrated experience managing teams, budgets, and operations within a park, recreation, or aquatic setting. The Aquatic Park Manager will be a collaborative leader who fosters teamwork, promotes staff development, and ensures a high standard of customer service. Strong communication, problem-solving, and organizational skills will be essential, as well as building effective relationships with community groups, schools, vendors, and the general public.

A minimum of six (6) years of increasingly responsible experience in aquatic facility operations, recreation program management, or parks and recreation services that would provide the required knowledge and skills to perform the responsibilities of this position.
A minimum of two (2) years of experience must include lead, supervisory, or program management experience.
Experience managing teams and supervising aquatic staff
Strong budgeting, communication, and staff development skills
In-depth knowledge of aquatic operations, programming, and risk management
A commitment to equity, public service, and environmental stewardship

Preferred Special Qualifications/ Transferrable Skills:*
Certified Pool Operator/Aquatic Facility Operator Certification

Current certification as an American Red Cross Lifeguard Trainer
Experience managing a large-scale aquatic or recreation facility serving diverse populations

Pre-Employment Requirements:
Current certification from the American Red Cross in: CPR/PR (Professional Rescuer), AED, First Aid, and Blood Borne Pathogens

The North Clackamas Parks & Recreation District is a service district of Clackamas County dedicated to providing exceptional parks and recreation programs, facilities, and services to District residents and employers. Voters approved the District's formation in 1990 to provide enhanced urban parks and recreation services in the northern urban portion of the county. Now the second-largest parks district in Oregon by population, the District serves more than 105,000 residents in a 27-square mile area, including the city of Milwaukie and a large area of unincorporated Clackamas County.
NCPRD maintains and promotes 41 developed parks, trails, and natural areas, including the 6-mile Trolley Trail and North Clackamas Park. The District also operate three community facilities, including the North Clackamas Aquatic Park, Milwaukie Community Center, and the Concord Property.
NCPRD also offers a wide range of recreational opportunities for residents of all ages and abilities. Programs range from swimming lessons to sports leagues, health and fitness, and educational and cultural offerings. The District also provides vital social and health services to the older adult community, includi...ng nutrition support and transportation service to home-bound individuals.
As a county service District, the Board of County Commissioners serves as the District's Board of Directors. A Board-appointed District Advisory Committee (DAC) of District residents advises the NCPRD Board of Directors on the District's issues. It provides input and recommendations on Board action items.
NCPRD has a dedicated tax base of $0.5382 per $1,000 of assessed value, generating approximately $7.1 million in FY 2023/2024. The District's adopted operating budget for the current fiscal year is roughly $57 million. NCPRD has 42 regular full-time equivalent (FTE) positions, hundreds of seasonal jobs, and 1,670 volunteers.
To ensure that we optimize the use of taxpayer dollars and continue to provide a high level of service to the citizens of the District, NCPRD management uses a continuous process improvement model in analyzing operations, staffing levels, and capital assets.
