The City of Fairfield is seeking an experienced and dynamic Parks and Recreation Supervisor to manage the day-to-day operation of its Aquatics, Youth and Adult Sports, and Senior Services program areas. This position will coordinate and supervise the work of assigned staff and contracted service providers to deliver innovative, high-quality programs and activities with a focus on providing exemplary customer service. The ideal candidate will have experience in each of the three primary areas with emphasis on Aquatic programming and supervision.
The work schedule for this Supervisory position is required to work either Saturday or Sunday and either 4-10 schedule or 5-8 schedule as negotiated.
WORKING CONDITIONS: Work is performed in an office setting, community center or activity site and/or in an outdoor environment in various types of weather; with frequent interruptions, deadlines, complaints, and peak workload periods. Position may require working nights and weekends. Incumbents may be exposed to noise, moisture, dust, vibrations, heat and cold. Basic cleaning of facilities may include exposure to cleaning agents. Work may take place and require travel in a vehicle to and from off-site indoor and outdoor locations throughout the City.
PHYSICAL DEMANDS: Work may include prolonged sitting and standing, as well as light to moderate lifting, carrying, reaching, stooping, pulling, manual dexterity, clear (understandable) speech, visual and hearing acuity. The ability to actively participate in recreational activities (including games), and work outdoors in both heat and cold, are also required.
DISTINGUISHING CHARACTERISTICS: Positions in this classification are responsible for the supervision of programs and facilities within their assigned area. Incumbents are responsible for developing goals and objectives for their programs, supervising staff, administering program and facility budgets, and directing day-to-day operations. This class is distinguished from the Parks and Recreation Manager in that the latter has overall management and administrative responsibility for a major division within the department.
SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the Parks & Recreation Manager. Exercises direct supervision over technical, maintenance, and/or administrative support employees.
Examples of Duties
Duties may include, but are not limited to the following:
Plan, prioritize, assign, supervise and review the work of staff responsible for Parks and Recreation programs, projects and facilities.
Assume program responsibilities for one or more programs as necessary.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.
Prepare various reports on operations and activities.
Develop publicity, marketing, and promotional activities for assigned programs and services.
Establish and implement procedures for facility use and upkeep.
Participate in the selection of staff
Participate in budget preparation and administration.
Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.
Perform various community organizing and liaison tasks.
Develop partnerships and coalitions with various community and external organizations.
Research and develop resources to facilitate the delivery of services and programs.
Establishes and maintains positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Performs other duties as assigned.
Knowledge & Abilities
Knowledge of:
Concepts, objectives, and principles and procedures used in developing and administering coordinated community recreation programs.
Community organizations, facilities and activities of related agencies.
Scheduling and maintenance of facilities and property.
Principles and practices of supervision, training and performance evaluation.
Principles of budget preparation.
Ability to:
Plan, coordinate and direct the work of others.
Provide and coordinate staff training.
Conduct performance evaluations; implements discipline procedures as directed.
Supervise programming and operation of specialized recreational facilities
Develop recreational programs that are responsive to the needs of the community.
Interpret, explain and apply City policies, procedures, rules and regulations.
Communicate effectively, both orally and in writing.
Establish and maintain positive and effective working relationships with those contacted in the course of work.
Minimum Qualifications
Experience:
A minimum of three years of progressively responsible experience administering and coordinating Parks and Recreation programs, with a minimum of two years in a lead capacity is required.
Education:
A Bachelor's degree from an accredited college or university in recreation administration, public administration or closely related field is required.
LICENSE AND/OR CERTIFICATE:
Certifications may be required based on the program area where the vacancy is being filled:
Possession of and the ability to maintain a valid California Driver's License
First Aid and CPR certification
Possession of a valid American Red Cross (ARC) Lifeguard Training Certification
Possession of a valid ARC Water Safety Instructor Certification
Possession of a valid ARC Lifeguard Training Instructor Certification
