LEWISVILLE PARKS AND RECREATION DEPARTMENT
The Lewisville Parks and Recreation Department (PARD) is a CAPRA-accredited agency that provides access to a unique system of parks, trails, open spaces, and recreational facilities for more than 137,000 residents. The system includes more than 4,500 acres of public open space (including a 2,800-acre preserve centered around Lewisville Lake and the Elm Fork of the Trinity River), greenbelts, neighborhood parks, 24 miles of trails, two recreation centers (one with a natatorium), two outdoor aquatic facilities, three sports complexes, and two campgrounds. In addition, the department is responsible for maintaining medians, rights-of-ways, landscaping at city facilities, and the public tree canopy.
Lewisville PARD is a team of dedicated parks and recreation professionals including 96 full-time and more than 100 part-time or seasonal employees that ensure the park system is active, sustainable, and healthy. The team is supported by City management and elected officials who believe in the power of parks and recreation. In addition, a legion of park fans spanning from volunteers to appointed members of the Parks Board dedicate their time, talents, and treasures to boost efforts to provide a first-class park system.
POSITION SUMMARY
Under the direction of the Assistant Director of Parks & Recreation, the Park Operations Manager provides leadership for park operation of the Lewisville Parks & Recreation system. They coordinate and direct the work of the park operations team and contractors on the maintenance of parks, trails, medians, rights-of-ways, and recreation amenities to meet the vision, goals, and objectives established in the Lewisville 2025 vision plan, the PARD Healthy Infrastructure Plan, and strategic plans. The Park Operations Manager provides professional expertise in the care, improvement, and maintenance of parks, trails, recreation facilities, and the urban tree canopy.

ESSENTIAL FUNCTIONS
Develop, implement, and manage activities and operation of the Park Operations division. Coordinate and administer the work of assigned supervisors
Develop, evaluate and update policies and procedures for park, trail, and tree canopy maintenance
Direct Park Supervisors to ensure work and planning schedules follow city policies, procedures, park master plans, and department goals and objectives
Analyze trends and seek feedback from team members to make data and value driven decisions
Conduct comprehensive park assessments and ability to utilize information to develop strategic plans for park upgrades and replacements
Manage contracts, agreements, and requisitions of service, materials and supplies
Assist in the preparation, execution, and monitoring of operating budgets for park maintenance and improvement projects
Coordinate and consult with other City departments and agencies such as Corp of Engineers, LISD, TXDOT, NCTCOG, and other municipalities on park maintenance issues and improvement projects
Communicate effectively and courteously with the public, vendors, contractors, customers, board members, and staff, in writing, via the internet, Trello, and by phone
Lead smaller park projects, playground replacements, landscaping, and irrigation systems with the ability to identify tree species and native, low-maintenance plant material to be incorporated into the design
Research, compile, and present information and recommendations to Director, Assistant Director, Park Board, City Council, DRC, and public
Respond to, and resolve, customer complaints in a timely, effective, and professional manner
Familiar with CAPRA accreditation and re-accreditation process and able to evaluate, update policies, procedures, and SOP’s that directly contribute to the chapters and fundamentals associated with the Park Operations Division
Perform duties of Assistant Director of Parks and Recreation in their absence
Perform all other related duties as assigned

QUALIFICATIONS
Education
Bachelor’s Degree in Horticulture, Parks & Recreation Management, Land and Resource Management, Turf Maintenance, or related field preferred.
Experience
Five years of increasingly responsible professional experience in a related field including three years of supervisory experience or project management experience.
Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job is an acceptable substitute for the above specified education and experience requirements.
