The Recreation Superintendent will oversee the development, implementation, and supervision of a wide range of recreational and aquatic programs and services that meet the needs of the Lake Havasu City community. The ideal candidate will be a creative, forward-thinking leader with a strong background in program management, staff development, and community engagement. They will possess a keen understanding of recreation trends and a commitment to providing exceptional customer service. They will have extensive experience in managing programs, budgeting, staff training, and strategic planning. The ideal candidate will have the ability to analyze community needs, develop new programs, and evaluate existing ones to ensure high-quality offerings that enhance residents’ quality of life. The ideal candidate will also demonstrate strong communication and organizational skills, and a proven ability to collaborate with various stakeholders to promote and expand recreational and leisure opportunities.
General Definition of Work
Performs difficult advanced technical work coordinating and developing programs for the Recreation and Aquatics Divisions. Prepares and manages the divisional budget, monitoring revenue and expenditures. collaborates with other divisions/departments and City officials, preparing and maintaining records and reports, and related work as apparent or assigned. Work is performed under the general direction of the Director of Parks and Recreation. Supervision is exercised over the Aquatics Supervisor and Program Coordinators.

Manages departmental personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels and evaluates staff performance; develops staff schedules; transfers, promotes, demotes, suspends, and terminates; ensures deadlines for the department are met; develops and achieves high performance and strategic objects for the department; supervises daily operations.
Oversee the planning, development, and execution of diverse recreation programs, including aquatics, youth programs, adult sports, fitness, and special events.
Ensure that programs meet community needs and adhere to department goals.
Evaluate existing programs and implement improvements to maximize participation and user satisfaction.
Supervise the operation of aquatic centers, pools, and water-related recreational activities.
Ensure that lifeguard training, certification, and safety protocols are followed.
Recruit, hire, train, and evaluate full-time and part-time recreation staff.
In conjunction with the Parks Superintendent coordinate facility improvements, repairs, and upgrades as needed.
Prepare and manage the budgets for aquatics and recreation programs.
Monitor revenue and expenditures, ensuring efficient use of resources.
Act as a liaison between the department and the community, addressing concerns and feedback.
Promote recreation programs and events to increase community participation.
Build relationships with local schools, organizations, and businesses to enhance programs and services.
Assist with long-term planning and development of recreation services to meet community growth.
Evaluate trends in aquatics and recreation to ensure the department remains competitive and innovative.
Oversee the planning and execution of special events, tournaments, and community gatherings.
Develop and enforce department policies and procedures for staff and facility users.
Prepare regular reports on program participation, facility usage, and financial performance.
Operates and maintains motor vehicles requiring a valid driver’s license.
Minimum Qualifications
Bachelor's degree with coursework in Recreation Management, Business Administration, Public Administration, or a closely related field and extensive progressively responsible administrative and supervisory experience in community or group recreational activities, or equivalent combination of education and experience.
Special Qualifications
Certified Parks and Recreation Professional (CPRP) preferred.
Must meet and maintain all training and education requirements for the position.
Valid driver's license of an appropriate class.
Knowledge, Skills & Abilities
Comprehensive knowledge of all phases of community recreational activities and their administration; comprehensive knowledge of the principles and methods of park and playground planning and development; thorough knowledge of the principles and practices of management and policy development; comprehensive knowledge of the principles and methods of program development, implementation, and promotion; thorough knowledge of the economic and social needs of senior adults and/or youth, and of the resources to meet those needs.
Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in short-term and long-range strategic planning and recommendations; skill in analytical, quantitative, problem-solving, organization, and time-management; skill in planning, budgeting, supervision, public relations, and technical writing.
Ability to develop and execute a well-rounded program of recreational activities; ability to cooperate with and interpret recreational philosophies to City authorities, private groups and agencies, and the general public; ability to communicate effectively in oral and written form; ability to prepare and present detailed reports; ability to lead committees and interact with elected officials and affiliated organizations; ability to cooperate with and interpret program philosophies to City authorities, private groups, agencies, and the general public; ability to plan, organize, direct, and evaluate the work of subordinate employees; ability to deal courteously and effectively with the public; ability to establish and maintain effective working relationships with associates, subordinates, Mayor, Council, commissions, boards, community leaders, media, contractors, public and school officials, vendors, civic organizations and agencies, businesses, and the general public.
Working Conditions
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle, or feel, frequently requires sitting and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
