The City of Arlington (50th largest city in the U.S. with a population of 392,304) is seeking an innovative and results oriented leader to serve as our Parks Planning Manager for the Arlington Parks and Recreation Department.

In recent years APRD has opened the only Major League Baseball branded golf course, 2 new recreation centers, multiple parks and currently working on building ACTIV, a 72,000 square foot, 50+ aged, recreation center.
APRD will have dynamic and large scale projects for the foreseeable future in which the Parks Project Manager will play a key role in managing.
The ideal candidate will have:
Budget management of large capital projects; experience in project management from design to construction completion
Strong communication and leadership skills; contribute to positive work culture and motivate team members across the department;
An advanced degree and/or relevant professional licenses/certifications, such as Certified Landscape Architect, Parks and Recreation Administration or other related field.
The Arlington Parks and Recreation Department is made up of approximately 180 full-time staff and up to 400+ part-time employees during peak seasons. We manage 99 park sites making up 4,400 acres of parkland; 7 pools and 4 splash pads; 6 rec centers; and 4 golf courses. The Department has a roughly $42.3 million annual operating budget.

JOB SUMMARY: Under general direction directs the activities of planning and design teams responsible for the acquisition, planning and design of park development projects, negotiates professional service agreements and supervises park construction activities, and manages complex park planning initiatives.
ESSENTIAL JOB FUNCTIONS: 1. Manage and supervise planning and design teams responsible for the acquisition, planning and design of park development projects to ensure the city's policies and standards are met. 2. Research and develop project objectives, site acquisition alternatives, development programs, design guidelines and budgets based on customer requirements and expectations. 3. Negotiate complex professional service agreements and supervise the development of plans and construction documents to ensure compliance with project objectives and customer expectations. 4. Supervise park construction activities including contract administration, field changes, field inspections and contractor performance; ability to manage projects up to $50 Million; and, ability to assist with real estate acquisitions.
OTHER JOB FUNCTIONS: 5. Manage the department's planning efforts including master plan revisions, comprehensive planning activities, bond program development and development review (plats, development plans, zoning plans, etc.). 6. Manage feasibility studies for the acquisition of major land purchases and facility construction. 7. Prepare various reports including detailed capital appropriation, expenditure and cash flow reports and project/accounting reports; ability to track and report on project performance measures. 8. Perform other related duties such as supervising the preparation and administration of state and federal grant applications and leading "First Class Service" process improvement teams, project team meetings and community advisory groups.
MINIMUM QUALIFICATIONS: Knowledge, Skills and Abilities Required: Knowledge of landscape architecture, architecture, park planning, and civil engineering practices and procedures. Knowledge of public works construction standards and specifications. Knowledge and experience related to professional service procurement, contract negotiation, contract administration and claims avoidance. Knowledge of horticulture practices and procedures. Knowledge of comprehensive and site planning practices and procedures. Skill in budget preparation and governmental accounting practices and procedures. Skill in making oral presentations to management and the public. Skill in computer applications related to project management, spreadsheet, money management, database and word processing programs. Ability to supervise technical/craft employees. Ability to apply park planning and design principles and practices. Ability to lead and manage multi-disciplinary and diverse project teams. Ability to communicate effectively with consultants, community representatives and other city employees in written and oral means. Ability to interpret and apply applicable ordinances, regulations and standard operating procedures. Ability to operate a variety of office equipment including, but not limited to PC, calculator, copier, fax machine, and telephone. Ability to perform a variety of physical skills including, but not limited to holding, seeing, sorting, typing and writing.
Qualifying Education and Experience:
A Bachelor's Degree in Landscape Architecture, Engineering, Architecture, Engineering, Architecture Community/Regional Planning, or closely related field. Four (4) years related experience (Two (2) years for Parks Project Manager I)
Certification in Irrigation Installation and/or Playground Safety preferred.
Possession of a valid Texas Operator's License, Class C. with good driving record.
Parks Project Manager II must obtain a certification in Architecture, Engineering, and/or Planning within 12 months of employment.
