Performs supervisory work in coordinating and supervising the County-wide Aquatics Program with the department’s indoor and outdoor aquatics facilities. Oversee the overall operation, staff, services and programs within the aquatic facilities. Involves facility management, staff management, planning, implementation and coordinating activities within the aquatic's facilities.
Essential Job Functions
Manages, plans, schedules, implements and evaluates activities that take place within the department’s indoor and outdoor aquatic facilities.
Oversees the assigned section budget(s) for the facilities, purchasing and personnel/
Researches, leads and provides direction to Pool Managers and part-time staff for Recreation programs, activities, and special events that take place within the facility to meet the needs of Charles County citizens.
Works directly with other recreation supervisors and staff to schedule and facilitate their associated programs within the indoor and outdoor pools.
Works with various Charles County Public Schools staff to coordinate facility schedule with each pool and all associated programs and activities.
Oversees the operation and maintenance of each pool ensuring all safety and standards are met for Health Department public swimming operations. Maintain daily condition of facility for internal and external customers. Reports and coordinates work orders with Charles County Public School staff to resolve building issues.
Ensures that facility is maintained and operated in a safe and secure condition, responsible for facility security.
Prepares and administers facility budgets, program budgets, and related administrative and office operations; maintains records and prepares reports.
Serves as customer service liaison; mediates conflict to enforce organizational policies and procedures.
Coordinates the pre-season opening, post season closing, and all maintenance issues at the outdoor aquatic facilities.
Hires, trains, manages, evaluates and recommends for discipline assigned full-time and part-time personnel.
Negotiates and drafts contracts for instructors.
Plans, develops, and presents promotional information on recreational and leisure programs and events through the Guide, news releases, flyers, social media, television and radio announcements.
Oversees and monitors programs and activities.
Performs other related job duties as assigned.
Qualifications, Knowledge, Skills, and Abilities
Education and Experience:
Bachelor’s degree in related field. Four (4) years of experience in recreation, or related field, with at least one (1) year supervisor experience in public swimming pool operations and management; or an equivalent combination of education, experience and training.
Licenses or Certifications:
Must possess a valid driver's license.
Pool Operators license.
American Red Cross Lifeguard, CPR and First Aid certification.
American Red Cross Water safety instructor certification (preferred).
American Red Cross Lifeguard, CPR and First Aid Instructor (preferred).
Aquatics Facility Operator (preferred).
Certified Parks and Recreation Professional (preferred).
Special Requirements/Qualifications:
Must be able to swim.
Subject to frequent interruptions.
Subject to work beyond the normal scheduled hours of work.

Knowledge and effective methods and techniques of aquatic facility management.
Knowledge of effective methods and techniques of developing programs, activities and special events.
Knowledge and effective techniques of promoting programs, activities, and special events to the community.
Knowledge of the care and maintenance of publicly-operated swimming pools.
Knowledge of state and local health and safety regulations and procedures concerning the operation of public swimming pools and safety.
Knowledge of PC Operations.
Ability to determine the specific task and assignments to be performed, independently handling new, unusual problems and deviations encountered in the work.
Ability to develop, plan, organize and coordinate programs, activities, and special events.
Ability to provide effective feedback, teamwork, and leadership to staff and contribute to the overall Recreation division.
Ability to develop and implement effective promotional efforts.
Ability to maintain and prepare accurate pool records and reports.

Ability to establish and maintain effective working relationships with the public and others encountered in the workplace, aquatics staff and supervisor.
Ability to train and supervise staff.
Ability to follow established program policies and procedures.
Ability to perform administrative functions including budget, purchasing, facility management and personnel.

PHYSICAL DEMANDS
This work is mostly sedentary in nature with periods of walking, standing, and infrequent periods of strenuous physical activity. Typical position requires worker to lift up to 50 pounds, climb stairs, bend, kneel, crouch; reach, hold, grasp and turn objects; swimming and diving skills with the ability to hold breath underwater; use fingers to operate computer keyboards; speak normally, to use normal or aided vision and hearing. Worker may be required to demonstrate an athletic activity or physical exercise.
WORK ENVIRONMENT
Principal duties of this job are performed in a general office environment. Job may require manual labor; exposed to wet and humid conditions indoor conditions and extreme weather conditions outdoors; working with chemicals are factors in this position.
