The Recreation & Park Leader, as directed assists in coordinating the planning, organizing and execution of all Recreation and Parks programming, athletic activities, special events and facility rental usage and activities for the community. Must be able to work holidays, weekends, and nights.

Essential Function and Duties/Responsibilities:
Researches, develops, and proposes recreation programming opportunities; prepares cost estimates and participation requirements.
Assists in program development through working with staff, instructors, and independent contractors.
Plans, prioritizes, and assigns work of part time staff responsible for recreational programs and activities.
Operation of city vehicle and driving responsibilities to transport passengers, travel to meetings, conferences, events, park visits, and other daily operations.
Works in an office environment registering participants, providing customer service and assisting with program scheduling.
Organizes and assists with aquatics program activities.
Schedules use of Active/Passive Parks and facilities for activities; including, coordinating activities related to facility rental, processing reservation permits, assessing and collecting fees, and issuing refund checks, as appropriate. Monitors for compliance with city/department rules and regulations.
Promotes recreation program activities, special events in the community and facilities; assists in the preparation of marketing materials including flyers, news releases, advertising, promotional material, announcements, and sponsorship packages working and coordinating with the City’s Communication Department.
Assists with Web page management.
Designs content for the Parks Department web pages in cooperation with the IT City’s Communication Department.
Maintains the Parks department web pages with most up to date links, content, events, and announcements.
Assists in writing and maintaining the Department’s Standard Operating Policies and Procedures.
Assists in writing and maintaining the Department’s employee handbook.
Assists in writing and maintaining the Department’s standard operating procedures for events, permits and other related event processes.
Assists in writing and maintaining the Department’s forms, applications, permits, and other documents as needed.
Performs general maintenance tasks as needed, including but not limited to: grounds maintenance, grass mowing, edging landscaped areas, plants and maintains trees and shrubs, disposes of litter, removes debris from grounds, empties trash containers, digs holes, cleans and maintains restrooms, prepares clay and turf areas for game play, drags and grooms baseball and softball fields, measures, marks, lays out, and paints playing fields; lines, and chalks ball fields; and performs other maintenance tasks.
Performs other related duties as assigned.
Knowledge, Skills, Abilities:
Considerable knowledge of developing and administering recreation, youth, and senior programs.
Knowledge of state regulations pertaining to exemptions, document retention, summer food service program, and other childcare regulations.
Working knowledge of rules of a variety of recreation modalities; and considerable knowledge of fitness equipment and how it works.
Ability to utilize computers and various software applications, especially software related to recreation and facility management, copy machines, scanners, and other office equipment.
Ability to plan, organize, and direct a comprehensive program of recreation and park services, to analyze and make decisions, maintain complex records, and prepare reports utilizing these records, to supervise, plan, establish, assign, and coordinate priorities.
Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations.
Must be able to accurately forecast future needs of the department and exercise good judgment in evaluating situations and in making decisions.
Ability to follow written and oral instructions, ability to communicate effectively, verbally and in writing, ability to direct the work of others.
Must be able to regularly work with facility users of all ages, including children and seniors.
Must be able to function effectively in a work environment in which the employee is exposed to significant public scrutiny and be able to address public questions and concerns adequately and effectively as well as interact with members of the community.
Ability to track and identify trends leading to early detection of potential improvements to processes and procedures.
Ability to plan, organize, and prioritize daily assignments and work activities.
Ability to work evenings, night shifts, split shifts, weekends, and holidays.
Must be able to work various shifts which include working on weekends and holidays.
Ability to pass a pre-employment background investigation, to include but not limited to, a physical examination with drug screening and an oral interview.
