The City of Avondale has an opportunity for a Library Manager assigned to the Parks and Recreation Department. This is an FLSA-exempt, full-time position with benefits.
Manages the functions of the Library Division through the supervision of staff, budget oversight, grant/contract preparation/compliance, and overseeing the operations of the library branches, including facility maintenance, collection development, policies and procedures, customer relations, community partnerships, reporting, and programming. Provides communication between the library division, city administration, partner organizations, and customers. Ensures excellent and consistent patron services. Accepts responsibility for the overall effectiveness of the library division’s operations.
Essential Functions
Provides support and direction to Library staff with day-to-day operations, facility and program needs, staff meetings, and issues concerning policy and procedures. Hires, supervises, evaluates, trains, coordinates, and disciplines staff. Steps in to take over for staff if necessary.
Develops and implement new initiatives, including marketing, social media, and, educational programs that will help the library evolve into a community hub promoting engagement and access to technology, workforce development, entrepreneurship, and education. A proactive approach to innovation and researching the latest developments in the library world including best practices, technology, service delivery methods, staff education, public needs and wants, and what other entities outside of libraries are doing to address the needs of our target groups. Follows through with implementation. Streamlines identified opportunities for improvements.
Manages contracts, budgets, financial reporting, expenditure plans, and data reporting required by the city, state, and federal entities and multiple funding streams for services and programs in the division.
Analyzes library statistics to track patron usage and public interaction with library services. Oversees strategic plan, division work plan, and key performance indicators.
Manages Library services and programming. Oversees the design of programs and services that appeal to and attract adults and youth. Ensures that library materials are current, easily accessible, and available. Oversees the availability of the technology used by the public and staff. Seeks grant funding opportunities from a variety of public and private sources for new programs and services.
Represents the City of Avondale working with a variety of boards, committees, and stakeholders. Prepares reports and presentations to City Council. Provides updates for City staff, initiates and responds to communication from city staff, the public, and partners/collaborators, participates in, and leads when necessary, library, city, and outside partner collaborative planning meetings and events.
In conjunction with library staff, regularly develops, reviews, and edits policies and procedures.
Works with City departments and external organizations in order to strengthen library services and increase community awareness. Coordinates and networks with outside agencies to identify potential partners and funders and supports important community initiatives. Works with community members, advocates, and service providers to establish partnerships for serving library patrons.
Minimum Qualifications
Master's degree in Library, Information Science, or a closely related field or any equivalent combination of experience, education, and technical training which provides the required knowledge, skills, and abilities, may qualify.
Four (4) years of experience in library management.
Three (3) years of supervisory experience.
Experience in operating and administering library services and programs in a municipal government setting is highly desirable.
Bilingual skills: the ability to speak, translate, and write English and Spanish is preferred.

Planning responsibilities include coordinating tasks, events, programs, and staff schedules, and preparing the yearly budget.
The incumbent prepares documents and does research to justify language used in documents for a unit of a department and recommends budget allocations.
Work requires supervising and monitoring performance for a regular group of employees in a work unit including providing input on hiring, disciplinary actions, and work objectives/effectiveness, and realigning work as needed.
Work is governed by broad instructions, objectives, and policies. Work requires the exercise of considerable initiative and independent analytical and evaluative judgment.
Works more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.
The incumbents in this position have contact with others within the organization. These contacts may involve similar work units or departments within the City such as Finance and Human Resources which may be involved in decision-making providing approval or decision-making authority for purchases or projects. In addition, these incumbents work with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies may also be required of the employee. Vendors and suppliers may also be called upon for information on purchases, supplies, or products. Meetings and discussions may be conducted with customers, brokers, and sales representatives. Employees must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
