Position Title: Assistant Parks & Recreation Director

Position Purpose:
To perform a variety of complex, administrative, technical and professional duties to assist the Parks and Recreation Director with organizational and operating functions of the department; to coordinate assigned activities with other City departments and outside agencies.
Essential Functions and Duties:
Assists the Director and provides leadership in the development of short and long range plans; prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
Assist with the selection, training, motivation and evaluation of department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Explain, justify and defend Parks and Recreation programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
Represent the Parks and Recreation Department to other City departments, elected officials and outside agencies; coordinate department activities with those of other departments and outside agencies and organizations.
Represents the Director in the director’s absence.
Coordinate with Social Media contractor to monitor and maintain all social media sites for the parks department
Supervise, plan, organize, and implement aquatic operations.
Plan, direct and coordinate, through subordinate level supervisors, the department’s work plan; assign projects and areas of responsibility; review and evaluate work methods and procedures; meet with staff to identify and resolve problems.
Assist Director with the management responsibility for all services and activities including City lakes, The Clubhouse, right of way maintenance, cemeteries, City parks, and recreation programs; recommend and apply policies and procedures.
As needed, physically participate in the activities and programs sponsored by the Park and Recreation departments, including set-up and take-down.
Review equipment bids and specifications with Division Supervisors and coordinates the review and decision making process.
Assures that assigned areas of responsibility are performed within budget; monitors revenues and expenditures in assigned areas; prepares annual budget request; coordinates departmental divisions in budget preparation activities.
Will serve as a backup for all staffing payroll responsibilities.
All other duties as assigned.

Policies and procedures relevant to Parks and Recreation are understood, followed, and modeled for other employees.
Effective relations exist with co-workers as well as with the public and complaints are resolved in a timely manner.
The City’s professional reputation is maintained.
Education and Experience:
A bachelor’s degree in parks and recreation or a related field of study is required
Five years or more related experience and/or training
Two years administrative and supervisory responsibility
Certified Parks and Recreation Professional issued by the National Recreation & Parks Association or the ability to obtain within 1 year of employment.
Certificates and Licenses:
Valid Driver’s License
CPR certified or obtain within first year of employment
Knowledge and Skills:
Knowledge of operations, services and activities of a comprehensive municipal parks and recreation program.
Able to plan, organize, direct and coordinate the work of lower level staff; delegate authority and responsibility.
Management skills to analyze programs, policies and operational needs; principles and practices of municipal budget preparation and administration.
Assist with the development and administration of departmental goals, objectives, and procedures
Pertinent Federal, State and local laws, codes and regulations.
Knowledge of routine park maintenance. .
Assist with the preparation of large and complex budgets; prepare clear and concise administrative and financial reports.
Identify and respond to community and City Commission issues, concerns and needs.
Establish and maintain effective working relationships with those contacted in the course of work
Excellent interpersonal and communications skills (oral and written).
