Supervises Parks and Cemetery, Community Center, Ice Rink, Aquatics Center, Arts Center, Bethel Plaza` and associated full time, part-time, and seasonal employees. Responsible for the overall satisfactory functioning of these facilities, parks, and other City assets.

HOURS: 40 hours
Develops and manages Parks and Cemetery, Recreation, and Community Center departments and programs. Assists in the recruitment and selection of Department personnel.
Supervises and evaluates the work of assigned personnel; responsible for performance reviews of subordinate employees, recommends promotions, suspensions and terminations.
Sets goals with staff for program development and office operation. Formulates annual operating and capital budgets for Departments, including forecasting staffing needs, capital equipment, materials and supplies.
Prepares budgets and manages revenues and expenditures.
Prepares and presents staff reports and other correspondence to City Manager, City Council, Committees, Boards and Residents.
Prepares agenda for Parks & Recreation Commission and City Council meetings.
Represents the City and Departments at various public service group meetings and ensures that the citizens are treated in a courteous and respectful manner.
Plans for park improvements, assigns and schedules maintenance, writes and receives bids, approves specifications and designs.
Develops, plans, implements, and facilitates sports and community center programs.
Writes and organizes grants and coordinates fundraising.
Responds to and resolves difficult and sensitive citizen complaints.

Comprehensive knowledge of all phases of Community Recreation activities and their administration.
Comprehensive knowledge of the principles and practices of Public Recreation program planning and administration with special reference to personnel and budget administration.
Ability to develop and execute a well-rounded program of recreation activities.
Comprehensive knowledge of related industry, organizational and departmental legal guides, recommendations, best practices, ordinances and laws.
Ability to cooperate with and interpret recreational philosophies to City authorities and private groups and agencies and the general public.
Ability to communicate complex ideas effectively, both orally and in writing.
Ability to prepare and present detailed reports.
EDUCATION, TRAINING AND CERTIFICATIONS:
Bachelor's degree with coursework in Parks and Recreation Administration, or related field and moderate experience in Parks and Recreation Administration, or equivalent combination of education and experience.
Five (5) years of progressively more responsible management/supervisory experience preferred.
Valid driver's license required.
Certified Park and Recreation Professional (CPRP).
Cardiopulmonary Resuscitation (CPR) / First Aid / Automated External Defibrillator (AED) Certifications.
