BENEFITS: UNIT 13 Classification – City of Fresno Professional Employees Association (CFPEA)
3% salary increase, effective June 19, 2023
HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
MANAGEMENT LEAVE: 60 hours per fiscal year for exempt employees.
ANNUAL LEAVE: Accrue 15.5 hours per month with cash out provisions.
SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.

The City of Fresno is currently recruiting for Capital Development Specialists to fill several vacancies in Airports and the Parks, After School, Recreation, and Community Services Department (PARCS) Department.
Thanks to the passage of Measure P, the PARCS Department is currently in the process of constructing multiple new parks and facilities Citywide and improving existing parks and facilities at an unprecedented rate. Capital Development Specialists for PARCS will have an exceptional opportunity to be part of this fast-paced and transformative effort. Ideal candidates will be self-starting; motivated; organized; experienced with prioritizing multiple assignments; and most importantly passionate about providing and improving infrastructure Citywide to support outstanding guest experiences at City parks and recreation facilities.
Under direction of Management, Capital Development Specialists perform a variety of duties related to Capital Improvement Programs (CIP). Incumbents perform planning and environmental reviews and studies; procure all phases of CIP projects, recruit and oversee consultants; manage design and construction processes for the purpose of ensuring that all phases of a project are completed within specifications and with minimal interruption to site personnel and operations.
The ideal candidate will possess extensive knowledge of: CIP projects and programs, municipal government, residential and commercial development/construction, management of entitlement approval processes, technical knowledge of construction, facility maintenance and/or technological projects, and budget principles and practices.
Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two years at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.

ORAL EXAM - 100%: A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidate’s knowledge of: principles and practices of CIP projects and programs, procedure used in residential and commercial development, applicable rules and regulations, Federal and State Grant application process, budget principles and practices, maintaining effective working relationships, or other topics related to a candidate's training, experience and qualifications for the position of Capital Development Specialist. Candidates must achieve a passing score to qualify for the eligible list.
The oral examination date is scheduled for the week of October 24, 2022.

Three years of progressively responsible experience in managing Capital Improvement Program (CIP) projects (or equivalent project management experience); AND graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Architecture, Engineering, Planning, Construction Management, or closely related field.
If qualifying with a degree or accredited college or university credits, please attach a copy of the degree or transcripts. Applications lacking this documentation may be rejected.
Additional qualifying experience may be substituted for the required education on a year-for-year basis.
Eligibles certified for consideration for this position will be required to successfully pass a department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.

This position requires the possession of a valid driver’s license. Candidates considered for hire must provide proof of a valid driver’s license and current copy of their driving record. A valid California Driver’s License is required within sixty (60) days of appointment.
