POSITION TITLE: Recreation Services Manager: Recreation Programming
DIVISION: Recreation & Facilities
REPORTS TO: Recreation & Facilities Assistant Director
FLSA STATUS: Exempt, Full-time, $50,000/yr
Purpose of Position:
The purpose of this full-time position is to manage all aspects of the delivery of exemplary customer service and quality member experience through Recreation Programming for the Carmel-Clay community. The position is responsible for increasing revenue and operating within an established budget, while supervising, directing, and monitoring the activities of full-time staff members and associated part-time staff.
Essential Job Functions:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Directs the Recreation & Facilities Division’s efforts in providing programs and services to a diverse population.
- Create and manage relationships with community organizations.
- The position also oversees the Recreation & Facilities Division’s social equity efforts through proposing and managing programs and services geared around unserved/underserved populations.
- Directly supervises full-time, part-time and seasonal programming staff.
- Supervises the selection, development, planning, and implementation of the recreation programming team, including a variety of recreation programs, activities, and services based on the needs of the community.
- Provides leadership and direction in the development of short- and long-range plans for the recreation programming team.
- Management functions include interviewing, hiring, and training division employees; planning, assigning and directing work; appraising performance, providing feedback and coaching; and resolving issues.
- Issues written and oral instructions; assign duties and examines work product for exactness, neatness, effectiveness, customer service and conformance to policies and procedures.
- Makes revenue and expense recommendations to senior management during annual budget process.
- Responsible for fiscal oversight of recreation programs in assigned area, including budget, revenue and expense monitoring, fee structure analysis and alternative funding sources.
- Collaborates with Recreation & Facilities Division staff, Senior Management and other department staff to ensure effective operations
- Establishes and implements standard and emergency operating procedures in assigned core area.
- Reviews participation reports provided by the recreation program supervisors and provides other reports as requested by senior management.
- Coordinates use and scheduling of assigned park and recreation facilities.
- Serves as manager on duty at recreation center; assist with general supervision of park facilities.
- Enforces applicable rules and regulations with program participants and facility users.
- Handles grievances and/or discipline cases involving program participants and facility patrons; reports cases to senior management as appropriate.
- Responds to member, guest and community questions, suggestions, and complaints related to Division services and operations; researches and initiates problem resolutions; provides input to senior management regarding requests for new or enhanced services.
- Works cooperatively with area park departments, school districts, recreation providers, community service groups, and other related agencies or organizations to maximize recreation opportunities in the community and minimize duplication of services.
- Communicates information about programs, special events, facility memberships, admission rates, and department policies and procedures to the public in a polite and effective manner.
- Supervises the preparation and dissemination of promotional materials, including seasonal brochures, flyers, posters, advertisements and news releases.
- Assists senior management in project research; prepares a variety of studies, reports and related information for decision-making purposes.
- Directs and administers resources within assigned area, including budget, personnel, technology, and member/guest data according to CCPR procedures, policies, and standards.
- Directs, administers, develops, implements, and evaluates operations training programs and practices. Assesses and monitors existing practices, identifies opportunities for improvement and solicits Department and Division input.
- Directs and administers promotion, sale, renewal, transfer, suspension, cancellation, data integrity, and account management of individual and group facility passes, program registrations, and general admissions at the Center; oversees collection and maintenance of confidential member and guest data.
- Collaborates in team projects and group initiatives at various levels; serves as both team member preparing input and group leader directing work and outcomes.
- Performs other related duties as assigned.
Knowledge, Skills & Abilities
- Thorough knowledge of the principles, practices, and techniques utilized in planning, organizing, and implementing recreation programs, events, and activities.
- Knowledge in ADA Standards and application.
- Ability to work an alternating schedule, including day, evening, and weekend shifts and some holidays.
- Ability to compile, review, classify, prioritize, analyze and present data.
- Ability to exercise discretion in analyzing and selecting from alternative courses of action.
- Ability to communicate effectively on an individual or group basis and in public meetings; includes ability to speak and write clearly.
- Ability to operate a personal computer utilizing word processing, spreadsheet, database management, accounting and other software applications as may be necessary to perform essential job functions.
- Ability to operate a motor vehicle to conduct work activities.
- Ability to exert moderate physical effort, typically involving some combination of stooping, kneeling, crouching and crawling, and that might involve the lifting, carrying, pushing and/or pulling of objects and materials weighing 12-20 pounds.
- Performance of essential functions may require exposure to adverse environmental conditions, such as humidity, rain, temperature extremes, traffic hazards, violence, disease or pathogenic substances.
Minimum Qualifications
- Bachelor’s degree in recreation, business administration, hospitality management or a related field.
- 3-5 years of experience with 1-3 years progressive supervisory experience in recreation program administration.
- American Red Cross CPR/AED/First Aid Certification within 60 days of hire.
- Certified Park and Recreation Professional preferred.
- Must pass a background check that encompasses national, state, and local searches, ongoing throughout employment.
- Or any equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities for this position.
