JOB SUMMARY
This position is the chief administrative officer of the Richland County Recreation Commission (RCRC) and is responsible for the implementation of Commission policy and the overall management of the Commission's parks and recreation system. The position’s primary function is to carry out the Commission's statutory responsibilities and to enact and follow the policies adopted by the Commission's Board of Directors. Work involves acting as the official intermediary for communications between employees and the Board. This position serves as the administrative head of all department heads and divisions of the Commission regarding recreation programming, personnel management, facility development, and business management.
ESSENTIAL JOB FUNCTIONS
- Directs, organizes, administers, and supervises the operation of the entire agency including finance, human resources, programming, master planning, budgeting, and funding.
- Ensures that the activities of the Commission are in accordance with the laws for the state of South Carolina and the policies established by the Board.
- Develops long-range strategic plans and seeks necessary resources to facilitate achievement of goals and objectives; interprets, communicates, and implements the vision, plans, programs, and policies, and provides management direction, guidance, and leadership to RCRC employees.
- Forges favorable relationships and effectively communicates with the board, community groups, businesses, and media representatives and provides oversight for all public relations and special event activities to promote RCRC.
- Serves as chief spokesperson for RCRC and represents the agency at Board of Commissioners meetings, serves on committees and task forces, professional affiliations, and participates in other community groups and activities.
- Organizes and supervises an efficient administrative organization for the Commission.
- Plans and directs the activities of the RCRC, which include recreation services and programs, physical education programs, community parks, and community services.
- Develops and coordinates an effective personnel administration program that includes job descriptions, evaluation procedures, clear performance standards, salary plans, and fringe benefit plans.
- Driving to and from different locations within the agency.
- Recommends policy changes to the Commission Board; interprets, clarifies, and administers agency policies, procedures, and regulations with staff and the public.
- Develops, reviews, analyzes, and implements operational procedures required to effectively manage day-to-day operations and implement Board approved policies.
- Works with the Board and citizen committees; implements methods of involving the public in the Commission's planning/decision-making process.
- Prepares and recommends the yearly RCRC budget for County Council approval and prudently manages resources within those budget guidelines.
- Conducts staff meetings, establishes staff training programs, supplies the staff with significant information from professional and technical publications, and explains/interprets Board policy to the staff.
- Maintains good relations with the public; accurately represents to the Board the needs of various groups within the community; and develops, maintains, and supervises an effective program for handling citizen complaints and inquiries.
- Performs related duties and other assigned tasks as necessary.
MINIMUM REQUIREMENTS
- Bachelor’s degree with a preference of degree in public or business administration, recreation, parks management, physical education, sports management, or a related field; Master’s degree in those listed disciplines preferred but not required.
- Five to ten (5-10) years of related administrative and executive management work experience in recreation, athletics, and/or public sector environment.
- Certified Parks and Recreation Professional (CPRP) preferred.
- Must possess a valid Driver’s License to drive an RCRC vehicle and produce an acceptable 10-year driving record.
- Knowledge of CAPRA accreditation standards preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of the methods, procedures, and policies for assigned areas.
- Knowledge of the philosophy and objectives of public parks and recreation.
- Knowledge of the standard resources, materials, practices, and facilities utilized in a comprehensive park and recreation program.
- Knowledge of the principles of supervision, organization, and administration.
- Knowledge of a variety of recreational interests and activities of the various age groups in the community.
- Knowledge of the financing sources and programs available through state and federal funding agencies for recreational programs.
- Knowledge of the requirements, policies, and procedures of various media outlets necessary for promotional activities.
- Skill in communicating, both verbally and in writing.
- Skill in utilizing mathematical formulas; adding and subtracting; multiplying and dividing; and using decimals and percentages.
- Ability to plan, direct, and coordinate the work of professional, technical, clerical, and volunteer staff.
- Ability to plan, establish, implement, and monitor a comprehensive parks and recreation program.
- Ability to exercise independent judgment in the interpretation and application of regulations to daily department operations.
- Ability to exercise tact and courtesy in contact with public officials, business leaders, civic groups, and the general public.
- Ability to establish and maintain effective working relationships with assigned staff, public officials, community leaders, and professional groups.
- Ability to prepare correspondence, reports, forms, budgets, studies, grant proposals, etc., using prescribed formats and conforming to rules of punctuation, grammar, diction, and style.
- Ability to speak before groups of people with poise, voice control, and confidence.
- Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions.
PHYSICAL DEMANDS
The work is sedentary work and requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body; work may also require feeling, manual dexterity, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, talking, and visual acuity in data/color/observations.
