Overview: The Operations Manager will provide leadership for the daily care of two recreation centers, two outdoor pools, one mini-golf course, multiple concession spaces, athletic fields, trails, playgrounds, pavilions, monuments, pond, parks and other park-related structures and amenities within the City of Martinsburg and in Berkeley County, WV.  This role requires supervision of full-time and seasonal staff, budget preparation and implementation, project management, and planning skills.

Expectations:

• Must have the ability to prioritize projects, tasks, preventative maintenance, and reactionary needs 
• Experience in staff development, recruitment, supervision, and performance management 
• Ability to develop, implement, and monitor preventative management plans 
• Ability to monitor operational assets, including fleet, buildings, and grounds, including systems 
• Experience in managing projects of various sizes 
• Experience in developing, monitoring, and implementing operational budgets 
• Experience interacting with the public, including conflict resolution and de-escalation 
• Experience in providing quality customer experiences 
• Ability to interpret mission and vision, as well as strategic and master plans, and how they fit into operational needs 
• Ability to read, interpret, the manage basic plan drawings 
• Clear communication to teams, internal and external stakeholders, across a variety of media and platforms is essential 
• Ability to work with volunteers, gauging and coordinating skill levels with projects
• Ability to provide care for general turf areas and athletic field surfaces
• Coordinate maintenance of general park features, including trails, pavilions, playgrounds, a pond, and other assets
• Ability to problem-solve and develop creative solutions to difficult situations or challenges

• A Bachelor's degree in parks and recreation, public works, or related field; or equivalent career experience
• Minimum four (4) years of experience in a related field
• Minimum two (2) years of experience in the supervision of staff
• Must have valid driver's license
