Greenville County Rec is looking for a proactive and proven Administrative Professional to provide critical departmental leadership in planning, coordinating and supervising all Financial and Human Resources Operations within the Administrative Division.
Essential Responsibilities • Manages the overall direction, coordination, and evaluation of the Administrative Division. Plans, organizes and directs all programs and activities of the division with emphasis on developing and maintaining effective procedures and procedural improvements to the department’s fiscal management system human resources procedures. • Coordinates division activities and functions such as Finance, Accounts Payable and Receivable, Administrative Operations, Human Resources and Marketing. • Manages and supervises staff within the Administrative Division, including interviewing, hiring, planning/assigning/directing/reviewing work, maintaining standards, rewarding and disciplining staff as needed, conducting performance reviews, and addressing staff concerns and resolving problems. Carries out supervisory responsibilities in accordance with Greenville County policies and applicable laws. • Reviews the work of staff for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. • Provides for the adequate training and development of division staff. • Serves as the department’s central financial adviser, providing direct assistance to the Assistant County Administrator for PRT in financial matters and regarding various special projects. • Establishes and maintains internal control procedures, and ensures departmental compliance with standard accounting procedures and adherence to the County’s fiscal and administrative policies. • Ensures the preparation and maintenance of accurate and complete financial records. • Develops, analyzes and interprets statistical and accounting information in the evaluation of the fiscal soundness and operating effectiveness of the department. • Forecasts and monitors the financial condition of the department; prepares related reports. • Directs the preparation and administration of the department’s operating and capital budgets; reviews budgets periodically to analyze trends affecting budget needs; monitors revenues and expenditures and performs appropriate cost control activities. • Serves as the department’s principal representative to County Information Services in regards to maintaining effective information technology requirements and programs to meet the data processing and management needs of the department. • Responsible for ensuring GCPRT Finance and HR policies and practices meet CAPRA accreditation requirements; prepare for CAPRA reaccreditation visits (every five years) and ensure compliance with the extensive Finance and HR standards are fully documented. • Responsible for escalated HR employee and management issues in relation to disciplinary actions and employment actions such as hiring, demotion, transfer, and terminations. Work with Assistant County Administrator and County HR Department to resolve issues. • Manages the departments Performance Evaluation process and ensures timely delivery of annual evaluations. • Serves as main departmental contact with regards to employee and non-employee accident or injury in coordination with the Assistant County Administrator and County HR Department • Promotes and maintains the highest standards of professional qualifications, training, and ethics. • Performs other related duties as required.
Qualifications • Requires Bachelor's degree in accounting, finance or business administration (or equivalent business experience). • Requires six years relevant experience. • Knowledge of fund accounting is required. Knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles and Governmental Accounting Standards. • Ability to analyze financial data and prepare financial reports, statements and projections. Working knowledge of short and long term budgeting and forecasting, rolling budgets, and profitability analysis. • Work requires well-developed professional written and verbal communication, leadership, and interpersonal skills along with the ability to facilitate group meetings, successfully manage and motivate teams, and simultaneously manage several projects. • Proficient in Microsoft Word, Excel, Outlook and PowerPoint.
