JCPRD is seeking a proven leader who enjoys working in a fast-paced, high profile, and progressive environment to join its Gold Medal Team as JCPRD continues unprecedented growth through the development of new parks, trails, recreation facilities, programs, and events. JCPRD is seeking qualified applicants for the position of Planning & Development Manager.
The Planning & Development Manager reports to the Deputy Director and is responsible for development and implementation of the agency's capital improvement plans and park master planning.
This position oversees the development and renovation of parks and facilities, develops and manages department and CIP/CRP budgets totaling between $18,000,000 - $21,000,000 annually and presents these plans for approval to the JCPRD Board. Provides program development, scoping and cost estimating for capital improvements, and provides ongoing status reports to the JCPRD Board. Manages the staff of the Planning and Development Department. Provides professional planning services, including analysis, research, technical judgment, public presentations, and public input facilitation.
Additionally, this manager oversees four staff, as well as professional design services including site analysis and site design for capital projects. Hires and coordinates outside consultants, architects, engineers, and landscape architects. This includes the development and awarding of RFP's and bids, the management of contracts, and assurance of project quality. Serves as a member of JCPRD's highest-level leadership team to ensure fair and consistent management and operation of the agency.

Bachelor's Degree required in Landscape Architecture, Community Planning, Architecture, Civil Engineering, or relevant degree. Master's Degree preferred in Landscape Architecture, Community Planning, Architecture, Civil Engineering, or relevant degree. Eight years of Landscape Architecture, Park Planning, Architecture, Civil Engineering, Construction project administration or relevant experience required. Three years of experience leading, directing, supervising, or coordinating the work of others required.
