Closes: 06/20/2021 9:00PM AK BASIC FUNCTION: The incumbent, under the general direction of the Riverside Superintendent, is responsible for, but not limited to program development, event coordination, and supervision of the Carlson Center facilities, operations, and activities to include: community program planning and implementation, sports programming & coordination, facility scheduling, marketing, contract management, supervision of staff, and oversee food & beverage operations. TYPICAL DUTIES: 1. Recruit, schedule, coordinate, plan, implement, and monitor all Carlson Center programs. 2. Exercise supervisory authority over staff assigned to the Carlson Center, make effective recommendations to the Division Superintendent regarding recruitment, development, employee discipline, status changes, and dismissals. Conduct timely performance evaluations on all subordinate staff. 3. Plan, implement, and monitor all marketing, advertising, sponsorships, and other alternative revenue sources for the Carlson Center. 4. Assure regular inspection of facilities and operations are performed according to acceptable standards and monitor all safety and sanitary conditions. 5. Direct all administrative/purchasing activities involved with the Carlson Center. 6. Coordinate and direct all instructor/user-group professional contracting activities to include contractor compliance with terms of agreement. Administer professional services contracts. 7. Develop strategic and needs-based plans for Carlson Center programs and specialized activities, and upon approval, direct implementation and monitor the programs to determine effectiveness. 8. Collect and analyze data relative to specific Carlson Center activity participation, and prepare statistical reports as directed. 9. Prepare and manage Carlson Center operating budget, initiate and administer grant funded activities relative to accounting; and be responsible for implementing revenue collection and accountability systems. 10. Assure that Carlson Center facility and equipment is maintained at an acceptable level through a system of frequent inspections, and initiate work orders to correct minor deficiencies, and ensure that operations are being conducted in a safe manner to including ongoing inspection of recreation equipment. 11. Implement staff schedules that assure compliance with Health, Safety and Contract requirements. 12. Work directly with department staff to meet goals, and maintenance of the Carlson Center through shared resources with Pioneer Park.
Bachelor’s Degree in Parks & Recreation Management, Business, Public Administration, Business or related field. Four (4) years of specific, direct experience managing a community center or large public facility may be substituted for the degree requirement.
Three (3) years progressively responsible professional managerial experience in a park or public recreation facility with knowledge of contract administration, project management, budgeting, and office management.
Minimum of two (2) years recent supervisory or management experience of three (3) or more employees. Ability to supervise, train, direct work, coach, and evaluate division staff and volunteers.
Knowledge of applicable State and local laws, codes and regulations. Ability to analyze, interpret, and explain borough, state, and federal laws related to the functions of this position.
Knowledge of occupational hazards and standard workplace safety practices.
Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)
Demonstrated proficiency in personal computer applications, including word processing, desktop publishing, graphics presentation and sophisticated spreadsheet functions. (MS Word and Excel required).
KNOWLEDGE, SKILLS, AND ABILITIES
Excellent communication skills required. Demonstrated ability to communicate effectively with staff, volunteers, general public, community groups, media and public officials. Ability to effectively represent the Borough in a professional and effective manner.
Experience in management of multiple or complex facilities offering different recreational activities is highly desirable.
Management experience in a collective bargaining environment is preferred, but not required.
Demonstrated ability to effectively and courteously receive, monitor, and respond to complaints and to effectively handle adverse/stressful situations with tact and diplomacy.
Demonstrated integrity and, leadership. Must be capable of functioning with very little direction, use independent judgment, and perform work in an organized and professional manner.
Ability to maintain confidentiality.
Ability to prepare, maintain and oversee the production of accurate records, reports and work products. Ability to work effectively in a high production environment with responsibility for numerous tasks/projects in various stages of completion.
