The Martinsburg-Berkeley County Parks & Recreation Department is seeking an innovative and experienced leader to serve as the Executive Director. The successful candidate will need the technical skills and knowledge in the various areas of parks and facility management and programming, as well as the emotional intelligence, leadership qualities and cooperative team skills needed to advance the M-BC Parks & Recreation Department’s mission and vision for the community and its citizens. The Executive Director of Parks and Recreation leads the department by planning, organizing, and directing activities of a full-service Parks and Recreation department to promote and administer public, state and federal grants & funding to programs that benefit the community under policies established by the Board of Directors.
Responsibilities and Duties
Provide administration and leadership of programs and service delivery of parks and facility management and maintenance for the department
Develop policies, procedures and establish annual goals to foster innovation and improvement with allocated funding sources
Oversee the implementation and monitoring of the Parks Master Plan; lead staff in the creation and development of program goals and objectives, provide input and direction in the development of comprehensive master and site-specific plans
Direct implementation of department assets and facility management programs
Ensure staff is properly trained in areas of discipline by supervising employees and enforcing the Organization’s policies and procedures
Provide financial management and oversight for budget resources and revenues in the general fund
Conduct regular review of department expense and revenues; identify alternative funding resources for enhancing department development, programs and services
Oversee grant and capital improvement budgets
Monitor and review the department’s marketing plans and initiatives to ensure messages regarding programs and services are conveyed positively and consistently via various media outlets
Oversee and direct contract issues and renewals, review and approve substantial purchases
Attend, and may be required to lead, public meetings within the community to include various board and commission meetings and make presentations on park maintenance and development items
May be asked to perform other related duties as assigned
Knowledge, Skills and Abilities
Requires a high level of critical thinking and excellent analytical skills
Must be able to develop strategies for addressing goals and objectives; make fiscal and administrative decisions with multiple competing priorities
Prepare and present complex issues to the Board, Governing Bodies, and the Community at large
Experience in park maintenance, facility management, recreation, and staff management would be preferable.
Bachelor's Degree with a concentration in Parks Administration, Recreation or closely-related field required (BA/BS); or a minimum of 5 years comparable experience
Ability to work a flexible schedule
Proficiency in basic computer skills
Possession of a valid driver's license is required

About Martinsburg-Berkeley County Parks & Recreation
The Martinsburg-Berkeley County Parks & Recreation Board was established in April 1970 as a chartered governmental organization. It is unique in the State of West Virginia in that it is the only such agency comprised of three foundation agencies:
•City of Martinsburg
•Berkeley County Council
•Berkeley County Board of Education
The governing board is comprised of nine members, three each appointed by the City, the County, and the Board of Education. These individuals are volunteers who set the policy for recreation and park services in Berkeley County.
Parks & Recreation receives an annual allocation from each of the three governing bodies for the operation of recreation programs and parks and facilities maintenance. Parks & Recreation also receives a portion of City and County Hotel/Motel tax (paid by occupants of the motels and hotels in the city and county). Parks & Recreation continues to self-generate approximately 70% of its annual operating budget through programs, leagues, facilities, special events, and private and corporate sponsorships.
The Martinsburg-Berkeley County Parks & Recreation Board now has seventeen full-time staff members and a part-time and season...al staff of over 200.
Approximately 10,000 children participate each year in over 30 different instructional programs, summer camps, and leagues sponsored by Parks & Recreation.
Other services include pavilion rentals, Poor House Farm barn rental, pools for public swimming and private parties, mini-golf, and multiple parks for recreation and play.
The Berkeley 2000 Recreation Center located in Lambert Park on Woodbury Avenue operates almost 18 hours a day with programs.
The Recreation Center includes our state-of-the art Flip Over Gymnastics facility as well as a new separate gymnastics obstacle and training (GOT) wing; a large dance studio (home of Turning Pointe Centre for Dance); two gymnasiums in the original building and the Quad/Graphics gymnasium which house our basketball leagues, volleyball leagues, a variety of sports and summer day camps, private parties, events and more.
Our administrative office is located in the Berkeley 2000 Recreation Center in Lambert Park on Woodbury Avenue in Martinsburg.
