This is professional and advanced technical/analytical work supporting the front-end operations of software systems that are used to manage activity registration, facility reservations and remote access door and lighting controls. Duties include serving as a functional administrator, managing vendor contracts, ensuring data integrity and adherence to business rules; utilization of analytical skills to retrieve financial, program and facility use related data, and troubleshooting, responding to staff and user issues facilitating successful resolution.
FUNCTIONAL SYSTEMS ADMINISTRATOR – Provides direct support and/or supervises staff who:
Provides support on a daily basis for 100 end users at 30+ facilities. Fixes daily errors (i.e., customer account errors, financial errors, end user errors, application errors, connect ability errors, responds to customer questions, and shares knowledge).
Creates and maintains the database and system set up for activities and facilities/sites. Design Responsible for programming touch screen buttons; create menu item, design color coded button & incorporate into menu screen.
RecTrac External Customer Response - answers questions and concerns regarding customer household accounts, provide username & passwords, reconciling accounts, etc. Complies with security policy when managing user login and password information and frequency of recommended updates.
End user account management - manages access, security, and roles within system. Responsible for resetting passwords when customer or end user is locked out of system. Additional tasks include adding new users, delete obsolete users, etc.
Manages relationship with vendor supporting the application verifying accurate billing, payments and reporting. Device Assignments — Create and assign user profiles in RecTrac (examples: printer assignments, payment authorizations, cash drawers, etc.).
Coordinates and schedules system diagnostics checks, upgrades, repairs as needed. Prepares, plans, and coordinates upgrades and system fixes. Coordinates with EIT and Vendor to schedule system upgrades or maintenance. Coordinate with Technology Support to communicate outage information to user base. Complies with EIT policies and procedures.
Performs periodic audits of systems to ensure data integrity and compliance with regulations and policies. Monitors application to ensure compliance with internal management controls. Works with staff on an ongoing basis to ensure accurate operation of system(s).
Assesses policy, guidelines, procedures and/or process effectiveness. Maintains system protocols by researching, writing and/or updating procedures. Develops, trains and implements changes to increase efficiency. Provides references for users by writing and maintaining user documentation.
Maintains systems to reconcile any duplication in household accounts.
Manages integration with third party vendors providing lighting and door access controls.
BUSINESS OPERATIONS and ANALYTICS
Prepares and/or reviews a variety of operational records and reports including usage statistics, customer surveys, revenue and expense reports, program participation records, and contracts; analyzes report/record information for use in planning and management activities; submits reports to management team.
Analyzes financial information to determine present and future financial performance and review trends and anomalies which may indicate system, posting or payment errors.
Prepares and analyzes benchmarking data relevant to operations, financial practices, and business practice.
Performs direct marketing and public relation activities to promote awareness, interest and participation in Parks and Recreation programs, activities and events. Develops messaging to deliver to park patrons through software system to inform of upcoming activities or to obtain customer feedback.
Provides excellent customer service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Takes action to solve problems quickly. Alerts the higher-level manager, or proper point of contact for help when problems arise.
Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.
Bachelor’s Degree from an accredited college or university in Public Administration, Business, Finance, Parks and Recreation, Industrial/Engineering Technology, or job-related field and two (2) years job-related experience. OR
Six (6) years professional job-related experience can be substituted at management discretion for the required education. OR
Related professional program/project management may substitute for the required education at management discretion.
Previous parks and recreation system administration experience
Previous supervisor/management experience
Certified or ability to obtain certification as a “Certified Parks and Recreation Professional” through National Parks and Recreation Association
Ability to manage/lead a unit project/program/team
Ability to set program goals and manage timelines
Ability to prioritize work effectively
Ability to respond to high level controversial issues
Ability to educate and train internal/external customers and staff
