Summary of Functional Responsibilities: - Developing, documenting, evaluating, improving, and executing the processes involved with Hamilton Community Center & Ice Arena (HCCIA), Greenbelt Golf Course, Rocky Ford Par 3 Golf Course, Sports Programs and Tournaments for the Department.
- Direct day-to-day office duties.
- Oversee all non-reverting budgets for HCCIA, Golf Courses, Sports Programs and Tournaments. Works with Associate Director of Business Services and Associate Director of Recreation to understand the general fund budget and what it covers for HCCIA, golf and sports programs and tournaments.
- Maintain a good working relationship with multiple sport associations, golf associations, volunteers, community, partnerships and businesses.
- Provide entire community with the highest quality Park and Recreation services.
- Deliver service in a professional and friendly manner.
Specific Duties of the Position: - Oversees the management, implementation and continuous improvement of the programming for recreational youth and adult sports, HCCIA, golf courses and all sports tournaments.
- Plan and prepare yearly business plans (participation, revenue, expense) and goals with measureable results for HCCIA, Golf Courses, Sports Programs and Tournaments.
- Work directly with Athletic Facilities Supervisor to plan and prepare yearly Capital Budget for Athletic Facilities which includes equipment and projects.
- Work directly with Athletic Facilities Supervisor and HCCIA Manager to plan and prepare yearly Capital Budget for HCCIA which includes equipment and projects.
- Work directly with Golf Pro/Manager and Greens Superintendent to plan and prepare yearly Capital Budget for both Golf Courses which includes equipment and projects.
- Plan and prepare yearly budget for Sports Programs (Non-Reverting), consulting with the Sports Coordinator during the planning process.
- Work directly with Athletic Facilities Supervisor and HCCIA Manager to plan and prepare budget for HCCIA (Non-Reverting).
- Work directly with Golf Pro/Manager and Greens Superintendent to plan and prepare budget for Golf Courses (Non-Reverting).
- Monitor industry trends by participation in professional organizations, attending conferences and workshops, subscribing to relevant research articles. Explore creative options to stay up on those trends and report those ideas to the Director of Parks and Recreation.
- Maintain expenses at or below budget while monitoring revenue goals.
- Participate in various board meetings and maintain a good working relationship with all sports associations, golf associations, user groups, partnerships and volunteers.
- Implement, evaluate and improve operations plans for HCCIA, Golf Courses, Sports Programs and Tournaments.
- Meet regularly with Associate Director of Recreation, Sports Coordinator, Golf Pro/Manager, HCCIA Manager & Athletic Facility Supervisor on daily operations and schedules.
- Responsible for overseeing the recruitment, selection and training for all vacant full-time, part-time, and seasonal positions in cooperation with the division Manager or Coordinator, in consultation with Associate Director of Business Services/Parks and Human Resources Director/City.
- Evaluate and maintain inventory of supplies and other items needed to carry out management plans in cooperation with Sports Coordinator, HCCIA Manager, and Golf Pro/Manager.
- Implement, evaluate, improve and sundown (when necessary) sports programs to ensure we are providing the highest quality parks and recreation services.
- Works in cooperation with the Marketing Department to maintain content of multiple social media outlets, website pages, and to advertise various sports programs, tournaments and events.
- Works in cooperation with Project and Resource Development Director to procure sponsorships for various sports programs, tournaments and events.
- Establish, foster and maintain working relationships with multiple tournament organizations.
- Recruits organizations for tournaments and camps, plans annual tournament and camp calendars, and contracts with the various organizations for the year.
- Establish, foster and maintain working relationships with various user groups; establish and maintain contracts.
- Prepares and tracks invoices and payments for user groups, tournaments, camps and rental fees.
- Prepares and presents an Annual Report.
- Promote safety and quality in sports programs and tournaments in consultation with Risk Management/City.
- Represent the Parks & Recreation Department in a courteous, professional and friendly manner.
- Perform all other duties as assigned.
Education and Experience: - Bachelor’s Degree in Recreation, Sports Management, or other closely related field.
- Five or more years’ experience in the areas of Recreation and Sports Management which includes but not limited to facility management, project management, budget development and control, program development, staff supervision and training.
- Technologically proficient in basic Microsoft programs, the ability to become proficient in RecTrac our registration system, perform routine and frequent updates to web pages and willingness to learn future timekeeping/software approval systems.
- Good written and oral communication skills and the ability to interact with community, state and national organizations.
- First Aid/CPR/AED certified or the ability to do so upon hire.
- Valid Indiana driver's license, maintained at all times, and good driving sufficient to be a driver covered by City Insurance.
Judgment: - Work is of a high degree of difficulty and complexity and is performed under direction of the Associate Director of Recreation, with considerable latitude granted for exercise of independent judgment.
Supervisory Responsibility: - Supervises full-time Sports Coordinator, HCCIA Manager and Golf Pro/Manager.
- Effectively motivates, oversees and supervises part-time and seasonal staff and overall operation of concessions, batting cages, tennis operations, HCCIA, golf courses, and multiple sports program supervisors.
Relationships Responsibility: - Must be able to work with customers (internal & external) and fellow employees to keep service at the highest standard possible.
- Effectively motivate, lead and evaluate the performance of full-time, part-time, and seasonal positions.
Working Conditions: - More than ordinary exposure with considerations of weather and pressures resulting in stress or other job-related inconveniences.
- Position is Safety-Sensitive and subject to the City’s Drug and Alcohol-Free Workplace Policy which requires post-employment offer, pre-employment testing, random testing, post-accident testing, reasonable suspicion testing.
- Schedule is fluid with the expectation that there will be evening, weekend and holiday work depending on scheduled programs to ensure a high quality set of programs are being provided and to check in and effectively supervise part time weekend/evening staff. Position allows for weekly flex hours when the workload permits. This position is on-call (unless arranged otherwise to ensure coverage) and will be provided a city phone to ensure they can be reached.
- City employees must have legal residency within Bartholomew County or a contiguous county of Bartholomew County. Upon employment, new employees shall have one hundred-eighty (180) days to meet this requirement.
