The Position The East Bay Regional Park District is a system of beautiful parklands and trails in Alameda and Contra Costa counties to the east of San Francisco. *This Management Analyst position is assigned to the Land Acquisition Department within the Acquisition, Stewardship and Development Division.
What You'll Be Doing: The Management Analyst asigned to the Land Acquisition departments performs a variety of work in all aspects of real estate transactions involving the acquisition of land and other real property rights including easements, leases, licenses, operating agreements and other land management arrangements through purchase, dedication, exchange, condemnation and other means for public park, recreational trail, and open space preservation purposes. Under general supervision from the Chief of Land Acquisition, this position is assigned to manage and/or serve as the principal negotiator for the most complex real property acquisition projects and land use agreement negotiations. The Management Analyst assigned to the Land Acquisition department provides lead review and technical and functional project direction over junior staff as assigned, and assists the Chief in supervising, motivating, developing and evaluating staff. We're Looking For Someone Who: - Is conversant in all aspects of real estate transactions including negotiating and drafting transactional agreements, obtaining and reviewing complex property appraisals, performing title review and due diligence functions, and coordinating with all parties involved in the escrow and closing process.
- Is self-directed and able to manage several projects concurrently and move them forward to completion.
- Has strong interpersonal skills, with the ability to exercise initiative, tact, and independent judgment.
- Has experience in real property acquisition and/or right-of-way work involving public land management agencies or private land conservation organizations.

Essential Functions - Manages programs and work plans; analyzes, creates, recommends, implements, and manages new or revised programs, workflows, systems, program evaluation, policies, procedures, and methods of operation to address internal priorities and other significant needs; update and revise policies, procedures, and manuals accordingly.
- Conducts analytical studies/surveys and provides recommendations on procedural, administrative, fiscal, asset management, organizational, management systems, personnel, and other related management problems;
- Leads special projects that are high level and complex in nature which may include: establishing and monitoring timelines; prepares requests for proposals; selecting consultants; ensuring compliance; monitoring project budgets; and tracking project results.
- Provides lead review in real estate research, valuation, and document drafting;
- Provides lead technical and functional project direction;
- Assists senior and executive management staff in the preparation of the divisions annual operating and capital budgets; lead the development, coordination, and monitoring of the department budget; analyzes costs; prepares a variety of fiscal, administrative, and management reports.
- Prepares and presents factual and statistical data and makes recommendations in written, graphic, and oral form; Compiles, analyzes, interprets, and tracks complex data and determines pertinent issues and trends
- Makes presentations of study findings and recommendations to department and District management and the District's Board of Directors and sub-committees, as the assignment requires;
- Conducts and reviews all staff reports related to the Board, sub-committees, liaisons, and other formal public meetings for accuracy and adherence to District policies and procedures;
- Interviews and consults with District officials and employees, representatives from other organizations and groups, and the general public to provide and/or secure necessary information;
- Assists, drafts, or reviews responses to complaints or other public or media inquiries regarding District operations or policy issues;
- Conducts studies requiring inter-division coordination;
- Manages the most complex interdisciplinary and interdivisional projects for the District involving real property rights; depending on assignment, position may require the ability to train others in work procedures and the ability to plan, assign, review and evaluate the work of others;
- Assists management staff in supervising, motivating, developing and evaluating staff; represents the District in interdepartmental, community, and professional meetings, trainings, and/or events as required; make presentations as necessary.
