The Presidio Trust is seeking a GIS Specialist to serve as a pivotal, interagency role allowing for programmatic integration of the knowledge of the public safety resources, digital cartography and geography databases pertinent to the Presidio’s mission of safety across the park.  An unusual federal agency, the Presidio Trust runs the only national park site that is required by Congress to earn our own revenue. Each year we earn in excess of $100 million by leasing over 700 former military buildings as homes, hotels and commercial workspaces. We then must care for and protect these resources and the people who work and live here.

Our ideal candidate has demonstrated knowledge of computer operating systems, GIS software and developing data bases. Additionally, the ideal candidate would develop trend models, problem solve data collection methods and means, and communicate with a variety of stakeholders to support Department initiatives and priorities.

Responsibilities

• Design, develop, coordinate, manage, and implement the geographic information system (GIS) database for the Presidio Trust by converting data from a variety of sources, projection systems, and media to a common format.
• Augment the GIS database by digitizing mapped information, importing existing digital data, and converting data. Maintain archives of park related digital mapping information, research to obtain and expand park related datasets including public safety calls for service, crime data, historical mapping, earth sciences data, vegetation, topography, aerial photography, hydrography, forestry, etc.
• Design and create maps and graphics, and serve as the subject matter expert on mapping, survey and GIS. Creates new data by field mapping and digitizing or scanning hardcopy maps.
• Exercise quality control for the updating and maintenance of organization datasets. Make GIS data available and usable to end users in departments across the organization though traditional production of paper maps and though software solutions such as ArcReader, ArcGIS Online, or ArcGIS.
• Participate in professional meetings, workshops, conferences, and symposia dealing with GIS and related topics. Develop presentations for conferences and write articles about uses and applications of GIS to park and resources management.
• Manage and integrate a variety of GIS and database management software, and when necessary, modify or adapt standard software to meet program needs. Implements data documentation procedures (metadata) and distribution (clearinghouse) using appropriate technologies, e.g. Internet.
• Design and develop global positioning system (GPS) data dictionaries, spatial data inventories, and cross linkages to ensure software and data structure compatibility.
• Maintain hardware, peripherals, survey equipment, and GIS software. Implements a program to ensure the security and currency of GIS hardware and software including system administration, and maintenance.
• Provide GPS, aerial and total station ground survey services to collect accurate ground survey information in support of multiple public safety needs including; law enforcement services, fire/EMS services, public and employee safety, building maintenance, landscape management, utilities, natural resources, cultural resources, landscape management, forestry, etc.
• Respond to data requests for mapping, CAD, database, and GIS data from contractors, partners, federal agencies, regional city and county governments. Consult with organization contacts when necessary to obtain data, permissions, and guidance for fulfillment of data requests.
• Provide technical support to GIS users in the organization. Train and instruct others in the organization in the use of GIS applications and basic GIS, GPS, and related technology.
• Maintain professional relationships with other agencies and organizations to facilitate data procurement and sharing, and cooperation on a wide variety of GIS, information management, research, and resources related projects.
• Support activations of the Trust Emergency Management and Continuity of Operations Plan by staffing the GIS position within the Trust Department Operations Center.
• Other duties as assigned to support the Department, up to and including:
  • Operation and maintenance of Trust-owned UAS
  • CCTV and UAS video production and editing
  • Conducting security patrols
  • Emergency management planning and operations
