DowntownDC Business Improvement District (BID) was founded in 1997 and is a private non-profit organization that provides capital improvements, resources and research that keep the BID’s 138-block area in Downtown Washington, DC clean, safe, economically, and environmentally strong and accessible. The DowntownDC BID is a catalyst, facilitator and thought leader in diversifying the economy, promoting public/private partnerships, and enhancing the DowntownDC experience for all.

Position Summary:

The Park Manager will be the point person overseeing the operation and maintenance of Franklin Park (park) in the heart of Washington, DC. They will also be responsible for coordinating with the BID’s Marketing and Communications department to ensure the seamless installation of event infrastructure and allocation of space for events. This 4.79-acre park is the largest in DowntownDC and is currently being rebuilt. After over a decade of planning and partnership building, Franklin Park was able to undergo reconstruction as of July 2021 and is expected to be completed in August 2021.This position will report to the Director of Planning and be responsible for the successful upkeep and management of the park.

The successful candidate will be responsible for the day-to-day operation and maintenance of Franklin Park. In particular, the Parks Manager will collaborate with the BID’s Marketing and Communications and Public Space Operations departments in their execution of parks programs and activities; execute daily and other required maintenance activities; manage the upkeep of physical assets in the park; manage BID staff and contractors; coordinate and collaborate with staff, volunteers, and partners in the day-to-day operation of the park; and help to manage effective and regular communications around park activities.

 

Responsibilities

  • Manage a variety of outside contractors to maintain and care for plantings, trees, hardscapes, irrigation, fountains, and other facilities within the park.
  • Supervise and manage contracted security team within the park.
  • Coordinate across departments to manage infrastructure requirements for the programming of the park, event logistics, and to ensure communication needs for the park are met.
  • Directly identify, develop, and manage volunteers, staff, and resource needs as related to the park.
  • Work with external partners to ensure operational compliance.
  • Monitor and share regular reporting on park usage.
  • Provide vision, planning, and on the ground oversight for the implementation of new art installations.
  • Conduct community outreach and administer survey(s) of park stakeholders to better understand needs and opportunities for park assets.
  • Track condition of park assets and plan for routine capital repairs.
  • Create and maintain an extensive network of area park experts to share and consult on best practices.
  • In consultation with BID staff and board, develop an annual park budget.
  • Coordinate with BID event staff in their execution of programs and activities for all park users.
  • Other duties and projects as assigned.

 

Requirements

  • Experience in general facilities management, property management, construction, or landscaping for 3 - 5 years, ideally in a park setting with some supervisory experience.
  • Bachelor’s degree in horticulture, landscape architecture, construction management, general management, or demonstrated experience in parks management preferred.
  • Demonstrated growth and increased responsibility in previous employment in one of the aforementioned fields.
  • Knowledge of horticultural and tree management and care, irrigation, pump systems, outdoor lighting, and hard and softscape care.
  • Excellent observational and problem-solving skills and a positive, can-do attitude.
  • Familiarity with local and/or Federal parks planning and management, public space projects, and public policy.
  • Ability to effectively work with a diverse set of stakeholders.
  • Willingness to work nights and weekends and be outside multiple hours each day.
  • Fluency in Microsoft Office suite of products, including Outlook, Word, and Excel.
