Baltimore City’s Department of Recreation and Parks (BCRP), is seeking an innovative, collaborative, results driven and highly experienced individual to lead its Bureau of Parks. Reporting to the Chief of Staff, the Deputy Director of Parks and Facility Maintenance, (Operations Manager II) will provide leadership, direction and oversight to mission critical and cross agency functions for BCRP.
This position is a key member of the Sr. Executive Leadership Team and is responsible for the execution of components of the Agency’s Strategic Plan and identifying, assigning, and tracking workload assignments to ensure on time completion. This role will publicly represent as the face of the BCRP and present relevant information at board, council, and community meetings and to staff. This job is varied in nature and the incumbent must exercise considerable leadership and independent judgment. Business acumen is essential as well as effective skills in communication, political astuteness, team building, process evaluation, supervision, managing and working in a diverse environment. This position requires strong alignment with the City of Baltimore’s and BCRP’s mission, values, and strategic vision, as well as demonstrated success, sound judgment and flexibility working in a complex, fast-paced environment.
Responsibilities of the position include but are not limited to:
Provide oversight, coordinate, manage, and direct comprehensive parks programs and facility maintenance functions for the City’s developed park sites including urban parks, athletic fields and neighborhood recreation centers.
Oversee the development and implementation of priorities and strategies for the Bureau of Parks as noted in the Department's Strategic Plan.
Manage the Bureau’s operating budget of over 16 million dollars and a staff of approximately 500 employees.
Prepare and administer program budgets, develop budget recommendations and monitor expenditures. Provide fiscal oversight ensuring that the Bureau is operating within its budget while providing quality services to citizens.
Provide leadership, supervision and oversee the operations of the Bureau in accordance with the City’s and BCRP’s policies and applicable laws
Oversee, supervise, coach and train management staff in the Parks Bureau; prioritize and assign tasks and projects; monitor work, develop staff skills, and evaluate performance; and meet regularly with staff to discuss and resolve priorities, workload, resource allocation, budgets, technical issues, quality standards, policies, services, and community issues
Build effective and strategic partnerships with internal and external stakeholders. Work with community organizations to improve quality of life for Baltimore City residents
Assess and evaluate current departmental model, and develop and implement strategic short long and long short-term goals, objectives, policies, and procedures in alignment with BCRP’s strategic plan
In consultation with other departments, assist with planning, design, construction, preventative and on-going maintenance of recreation facilities.
Establish effective benchmarks by the utilization of statistical data and information as key performance indicators.
Assess and evaluate current policies and procedures for effectiveness and parity in bringing programming and resources to City residents.
Maintain professional knowledge through attending seminars, conferences, reviewing professional publications and participating in professional organizations.
Ensures compliance with all applicable Federal, State, City and OSHA laws, regulations, and programs regarding stewardship and recreation.
Perform other related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of the principles, practices and procedures of business and public administration, park maintenance, landscape architecture and engineering.
Being a highly qualified, energetic leader, strategic-thinker, as well as a parks and recreation innovator with exceptional interpersonal, communication, analytic, and problem solving skills, the Deputy Director of Parks will help lead and direct a Bureau that employs over 500 employees.
Possess a strong desire for professional challenges and a customer service orientation to be a member of an organization that prides itself on continuously cultivating new ways to better serve the community and new ways to support and develop our professional staff.
Demonstrate a proven track record of exercising sound judgment and political awareness in dealing with sensitive and political matters.
Exercise outstanding management abilities, negotiating, writing, presentation, and public speaking skills along with a successful performance record in a parks and recreation or equivalent organization.
Ability to communicate effectively, both orally and in writing; presenting recommendations clearly and concisely.
Ability to establish and maintain effective working relationships with City, State and Federal officials, department managers, community representatives, business partners and related public groups.
Ability to research and write complex narrative and statistical reports.
Ability to maintain confidentiality of sensitive information.
Ability to plan, organize and direct the work of others, to include supervision and support staff.
Ability to exercise judgment and discretion in applying and interpreting departmental policies, laws, rules, regulations and procedures, to include development and installment of program procedures.
This is a full time, non-civil service position with a comprehensive benefits package and competitive salary, commensurate with education and experience. Desired Education and Experience Requirements:
A Master’s degree in Business Administration, Public Administration, Management, Law, or related field from an accredited college or university plus 8 years of senior management, policy-driven operational responsibilities including 4 years of experience managing homogeneous functions through subordinate supervisors is required
