The Blaine County (Idaho) Recreation District (“BCRD”), an independent taxing district with 501(c)3 status, is seeking an exceptional individual to serve as its Executive Director. The Executive Director reports directly to the Board of Directors and acts as the chief executive officer of the organization. The Executive Director has overall responsibility for managing the District and directly assists the Board in the planning, organization, execution and administration of all functions, facilities, and programming.
BCRD seeks an exceptional leader who will engage stakeholders in supporting its vision, lead the development and execution of robust strategic and business plans, foster collaborations with various partners, provide accountability and transparency; promote the BCRD as a leading service organization, execute a development strategy with individual donors, foundations and continue to increase earned income opportunities.
The ideal candidate will be a proven leader with experience managing complex organizations. The candidate will demonstrate a passion for BCRD’s mission supporting active recreation. This person will have solid professional skills in empowering and developing staff and financial management.
Primary responsibilities include leadership: vision, strategy and business planning; program stewardship; resource development and community relations; and financial and organizational management.

ESSENTIAL DUTIES & RESPONSIBILITIES:
Assists the board in conducting the District's business in all matters and performs other duties and assumes other responsibilities as the Board directs; ensures that the District's mission and goals are incorporated into operational activities and services; keeps the Board informed of organizational programs, activities and events affecting BCRD services.
Has responsibility for the overall supervision, direction, evaluation, training and recruitment of District personnel; conducts supervisory responsibilities in accordance with District policies and applicable laws, including personnel records, payroll, employee benefits and time and attendance records; establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
Oversees preparation of the District's annual operating budget; establishes administrative objectives for the budget and identifies budgetary constraints; evaluates budget proposals submitted by District staff; develops final budget recommendations for consideration by the Board; makes oral presentations at budget hearings regarding specific budget proposals.
Monitors the District's financial condition by regularly evaluating revenue/expenditure trends relative to the annual budget; recommends to the Board changes and operational initiatives to maintain a sound financial condition.
Provide leadership to the board, staff, volunteers and other stakeholders in defining and implementing organizational vision and strategy.Develop and maintain a business model that incorporates property tax-based revenue, mission-based earned income streams and diversified contributed income.
Engage the board, staff, donors, community partners and government leaders in analyzing community needs and trends, with a goal of identifying and strengthening BCRD’s core program offering.Actively sustain and develop program opportunities through community partnerships and relationship building. Work with staff to develop appropriate program offerings, pricing and marketing tailored to a diverse community.
Act as BCRD’s spokesperson with a variety of diverse constituents.Work closely with the Development & Communications team, members of the board, and other stakeholders to sustain partnerships, meet financial objectives, and develop the brand of the organization.
EXECUTIVE DIRECTOR QUALIFICATIONS/SKILLS:
Strong track record of solid professional skills in training, empowering, and developing staff, and financial management.
Exceptional project manager with well-honed communication and organizational skills.
Motivated to acquire new areas of knowledge.
Creative problem-solving and analytical skills.
Collaborative and Partnership Oriented
Bachelor’s Degree in Finance, Accounting, Management or Recreation Management preferred.
5 or more years management preferred.

Blaine County is located in the mountains of Idaho and includes the resort cities of Sun Valley and Ketchum as well as Hailey, Bellevue, and Carey.
