The Recreation Division Chief serves as a leadership position within the Department of Parks and Recreation. This is highly responsible professional administrative and managerial work in the planning, developing, coordinating, implementation and administration of the County's recreational programs including but not limited to camps, sports, and community center programs through subordinate supervisors. Provides supervisory and operational oversight of community centers and other recreational facilities as assigned. Work requires a degree and considerable prior experience. Work is performed with considerable independence under the general direction of the Parks and Recreation Director and reviewed through conferences, reports submitted and results obtained.
Essential Job Functions/Other Duties/KSA
Duties include personnel management, budget preparation and monitoring; interacting with community and park users; supervising and directing recreational activities, safety and facility maintenance functions; managing technology projects and planning. Supervision is exercised over subordinate supervisors, administrative, technical and clerical personnel involved in various phases of parks and recreational activities.
Supervises the development and implementation of recreation programs for the County: establishes objectives and evaluates progress, determines demands, reviews program plans and activities, schedules, informational materials, budgets and related matters for approval, evaluates program performance; acts on such matters make such changes and adjustments as deems necessary to improve or accommodate programs to exigencies.
Supervises staff engaged in recreation duties: assigns and reviews work, and takes actions to adjust work, staffing and operations to meet requirements; trains staff in new policies. Responsible for recruitment and interviewing of staff, instructors and volunteers. Oversees transfer, promotion, payroll, leave, performance and other personnel actions.
Ensures compliance with Maryland State laws as they pertain to background screenings and child care.
Oversees the operation and management of community centers and other recreational facilities.
Coordinates with school officials regarding program scheduling, staffing and related matters.
Recommends policies for the management of recreation programs in the County.
Oversees maintenance, operations inspections, security, communications of countywide events and programs.
Collects, records, compiles and analyzes data and information relating to attendance, accounts and budget and prepares reports on such data.
Travels to various county sites to observe and evaluate assigned staff.
Initiates administrative actions required for operations including budget, fiscal, payroll, personnel, purchasing and related actions; researches products and cost data for purchases.
Oversees Registration of participants and collects fees and provides financial records.
Responds to and answers all public inquiries regarding programs and facility operations. Handles problems and complaints; enforces policies, establishes safety procedures, and rules and regulations of various programs.
Attends departmental and public meetings, workshops and conferences related to recreation management. Prepares presentations and presents to various groups and organizations regarding recreation programming.
Prepares and distributes printed brochures for community centers to include social media and development of website.
Makes decisions to cancel activities in event of inclement weather and for other reasons.
Investigates grants and other alternative funding sources. Coordinates with Economic Development regarding sports tourism campaigns within Calvert County. Develops and coordinates marketing and public relations activities for recreation activities and programs.
Evaluates and reports on future community requirements for recreation facilities and equipment.

Establish, stimulate and develop effective working relationships within the community and various partner agencies.
Gather and analyze data and draw logical conclusions; prepare detailed reports and related memoranda.

Exercise sound judgment and discretion in establishing, interpreting and applying policies and procedures.
Select, assign, train and supervise the work of assigned staff.
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
Training and/or Education: Master's degree in recreation, public administration or related field.
Experience: Five years of progressively responsible recreation programming and management experience which must include at least three years of experience managing staff, daily operations, and customer service.
Licenses or Certificates: Valid driver's license.
Special Requirements: Subject to background investigation. Operation of County owned vehicle.
Physical Demands: Requires long periods of standing, frequent walking indoors, repeated bending, crouching, stooping, stretching or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices.
Unusual Demands: May be required to work evenings and weekends.
