Under the direction of the Parks Director, the Community Center Manager is responsible for overall administrative and management duties related to the Federal Way Community Center and all activities, programs, and services which includes planning, implementing, scheduling, supervising and evaluating a comprehensive recreation, fitness and leisure and aquatic program at the Community Center including general facility and site management. In addition to Community Center responsibilities, the Manager serves on the Parks Department leadership team, providing oversite for various functions. This position may serve in the absence of the Deputy Director and/or Director.
ESSENTIAL JOB FUNCTIONS:
Plan, coordinate and direct the budget development process; develop and implement procedures, timelines and formats related to budget preparation and maintenance. Monitor program and facility budget based on program needs, staffing salaries, and supplies using sound judgment and solid rationale. Advise Parks Director of budgetary issues and concerns.
Develop, implement and supervise Community Center programs, Center operations and user fees for the Community Center; Develop annual and long ranges plans and identify new program development for the Center.
Provide direction to staff regarding budget and personnel issues; research complex budgetary issues; develop solutions and make recommendation as appropriate.
Recruit, select, train, supervise, schedule and evaluate full-time, part-time, seasonal, temporary staff and contracted recreation services for the Community Center. Maintain employee records.
Provide ongoing orientation and on the job training for full time and hourly staff in the specific areas of activity planning, customer service, facility operations, safety and emergency procedures, and other park and recreation procedures.
Work directly with Facility and Parks maintenance to establish ongoing preventative maintenance, requests for service and recommendation for capital repair or replacement.
Assist with the development of and enforcement of public and facility safety and security policies and procedures.
Monitor citizen, employee, contractor comments of complaints, questions and issues regarding programs, facilities, personnel, safety or other related issues and recommend appropriate action.
Requisition supplies and equipment as necessary to maintain programs, facility operations and staff training.
Compile information for public relations and publicity including press releases, promotional fliers and updating information on the web. Implement Community Center marketing plan.
Maintain communications and effective working relationships with City employees, Commissions, government agencies and groups, and general public; coordinates operation with other departments.
Meet with public groups/clubs/organizations and agencies to explain and promote fitness, health, recreation programs that encourage community participation. Ability to instruct and/or participate in group-oriented fitness and recreation classes is encouraged as a means for connecting with customers and monitoring program effectiveness.
Assist in preparation of the Parks, Recreation and Cultural Services Department brochure in assigned program areas.
Enforce and/or recommends changes to policies and procedures for Community Center operations.
Handle various reports and records such as invoices, payroll, purchase orders, incident forms, etc.
Disseminate program information to patrons; answer questions and help resolve problems.
Work collaboratively with core staff in planning, implementing and budgeting Community Center and city-wide special events.
Make long-range plans for future program growth and expansion.
Verify all required staff certifications to ensure they are current; maintain staff performance and certification files.
Oversee computer registration and cash collection (registration system) and daily deposit.
Assist with implementation of other Recreation programs as assigned; such as the Red, White and Blues Festival and other city-wide events.
Perform related duties as assigned.
Policies, procedures and activities of the Parks, Recreation and Cultural Services Department as they pertain to the performance of the duties of the Community Center Supervisor.
Fitness, athletics, and aquatics facility management principles, including deep current knowledge of fitness industry trends and data analysis.
Budgeting, cash control and daily deposits and record keeping.
Instruct others through explanation, demonstration and supervised practice.
Effectively communicate with individuals and groups from a wide variety of educational and cultural backgrounds.
Work with participants with special needs and adapt programming and activities accordingly.
Understand and exercise the principle of conceptual systems, including leadership, teaching, reinforcement, etc.
Communicate effectively with employees and various facility users to establish and maintain effective working relationships.
Handle sensitive or stressful situations with tact and diplomacy.
Work successfully in a team-oriented atmosphere that provides citizens and employees with accurate information

Plan programs, develop work schedules, and correspond with the public.
Promote programs and activities through flyers, newspapers, and other media.

Assist with planning and implementation of Recreation & Cultural Services division budget.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: Bachelor's degree in Recreation and Leisure Services or related field and five years progressively responsible management experience in venue management, center operations, budgeting, coordinating programs, recreation planning, and supervision, orientation and training of subordinate staff; or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities. Experience in a public sector organization desirable. Must possess current CPR and First Aid Certificate or be able to obtain within six months of hire.
