Our sites provide the setting for a variety of programs for citizens of all ages and abilities. We employ 100 full time staff, 150 year-round part time staff, and an additional 325+ summer seasonal staff with an annual operating budget of more than $19 million.
ESSENTIAL RESPONSIBILITIES OF POSITION
Directs and coordinates the acquisition, planning, design, and construction of parks and facilities; directs, coordinates, and supervises the planning, development, and evaluation of recreation services and activities.
Communicates with individual citizens, stakeholder groups, Advisory Board members, department staff, Division Directors, County Administrator, and other County leadership and departments to promote the effective delivery of quality park and recreation facilities and services.
Prepares and recommends adoption of long range and immediate plans to meet the department’s needs for adequate recreation space, facilities, programs and personnel.
Leads budgeting process for Operating, Capital, Grants and Debt Service; Monitors budgets; recognizes and pursues opportunities for financial growth; ensures compliance with County Finance & Procurement policies and procedures.
Reviews and approves policies and procedures for the Recreation Department.
Establishes and maintains cooperative planning and working relationships with other community, governmental, voluntary, and private agencies; and with state, regional and national agencies concerned with recreation and related fields.
Organizes and supervises an efficient administration for the department.
Provides oversight for all aspects of departmental personnel management. Directly supervises Greenville County Parks, Recreation, & Tourism’s Division Directors and Human Resources Generalist.
Evaluates the effectiveness of the department’s programs and services through research and studies.
Promotes and maintains the highest standards of professional qualifications, training, and ethics.
Prepares and issues regular and special reports for the County Administrator (to whom this position reports) and for the community.
Performs other related duties as required.

A bachelor’s degree in recreation, public administration, business, finance, or other closely related field AND at least ten (10) years of progressive, related experience in an executive level position, with consideration given to those with experience in the fields of parks, recreation, county administration.
Certified Park and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE) certifications preferred.
Valid driver’s license
Outstanding leadership abilities.
Excellent verbal and written communication skills with ability to effectively engage with an array of diverse organizations, groups and individuals.
Working knowledge of rules, regulations, ordinances, and best practices pertaining to recreation programs, facilities, and personnel management.
Ability to understand the recreation needs of the community and to formulate plans designed to meet these needs within budgetary constraints.
Ability to develop, organize and direct a comprehensive system of high quality parks, programs and facilities.
Ability to develop, organize and direct a program of acquisition, construction and maintenance of park areas and facilities.
Maintain a positive and professional working relationship with peers, management, staff, and support resources, with a constant commitment to teamwork and unrivaled customer service.
Demonstrated experience in the creation of a sound fiscal program including: forecasting, budgeting, and development of projects and other alternative funding, with proven success in administration and budget management.
Demonstrated leadership in an organization and a passion for achieving results with the ability to think and act strategically and inspire others to do the same.
