The ideal candidate for this position must have the ability to manage a multitude of diverse departments that contribute to the organization's and community's purpose and goals. This requires the Executive Director to effectively lead a team of many different personalities and skills. The person in this position will be required to lead our community in all aspects of improving the quality of life and have a vision for the future of Cullman, which entails working with many different community leaders such as City Council, Mayor, Economic Development, Hospital, and others. Applicants interested in this position must possess the necessary skills to develop and monitor budgets and shall be knowledgeable in all applicable laws including but not limited to contracts, bid law requirements, human resources and employment law, negligence and state ethics law. Applicants shall be aware that this position requires a minimum of a 40-hour work week including a lot of nights and weekends.
Directs the activities of CPRST in accordance with standards and policies established by the Board
Supervises the operations of a broad program of recreation that meet the needs and desires of community residents.
Organizes, directs, and operates an efficient organization.
Develops, reviews, analyzes and implements operational procedures required to effectively manage day-to-day operations.
Oversees the development and maintenance of all CPRST parks and facilities.
Oversees the development and operation of the organization’s revenue in keeping with the Comprehensive Revenue Plan.
Oversees the organization’s Strategic Plan and develops strategies for achieving the identified goals and objectives.
Represents CPRST in all matters pertaining to zoning changes, land development, and related concerns which affect the organization’s current and future interests.
Makes recommendations to the Board concerning land acquisition and facility development.
Works with the CPRST Board and various committees on implementing methods of involving the public in the organization’s planning/decision making process.
Develops and recommends to the Board a multi-year financial plan and a balanced annual operating budget, payroll budget and capital improvements budget.
Exercises sound fiscal management by reviewing and analyzing current fiscal conditions and projecting financial needs and resources.
Plans and coordinates efforts to receive federal, state and local funds to assist the organization’s operations.
Supervises preparation of requests for grants from various state and federal programs related to parks and recreation.
Works with the Cullman Parks and Recreation Foundation Board on fundraising campaigns.
Conducts staff meetings, establishes regimented staff training programs, supplies the staff with significant information from professional and technical publications, and explains and interprets Board policy to the staff, all to the end of enhancing staff capabilities and maintaining open and effective staff relations.
Acts as the official means of communication between the employees of the CPRST and the Board.
Directs, hires, supervises and evaluates, on an annual basis, the Recreation Development Director, Facility Operations Director, Director of Golf, CGCA Director, Wellness Director, Aquatics Director, Athletic and Sports Tourism Director, Executive Assistant/HR Liaison, and Accounting.
Develops and coordinates an effective personnel administration program that includes, job descriptions, evaluation procedures, clear performance standards, new employee orientation, salary, and fringe benefit plans.
Works with the Board and department heads in determining current and future staffing needs and appropriate personnel organization.
Maintains positive relations with the public, accurately represents to the Board the needs of various groups within the community, and develops, maintains and supervises an effective program for handling citizen complaints and inquiries.
Develops and maintains a comprehensive marketing program that promotes the organization’s image, parks, facilities, programs, and special events.
Acts as the representative of CPRST in providing information to the news media in supplying information to the public concerning Board policies.
Ensures that CPRST staff members have the ability to provide and understand the importance of maintaining courteous relations with the public.
Promotes greater understanding and support of CPRST activities by participating and representing the organization at various governmental, civic, and community functions.
Becomes thoroughly familiar with the CPRST policies, as well as other federal, state and local statutes and ordinances, both existing and proposed, which affect CPRST operations.
Establishes a program of efficient intergovernmental cooperation, and maintains continuing cooperative relationships with staff, appointed and elected officials of other governmental units.
Works with the City attorney in conjunction with Board established policies, procedures and directives in handling of CPRST legal matters.
Requires all responsible personnel to provide regular timely reports and summaries of incidents within the realm of safety, health, and loss control.
Requires and ensures that personnel employed by CPRST comply with policies and procedures adopted by the Board relating to all issues of safety, health and loss control, as well as items in all manuals.
Reviews or causes the review of all safety policies, accident/injury reports and suggestions relative to safety and loss control in a timely fashion so as to maintain a safe and healthy parks and facilities.
Initiates or maintains membership in significant professional organizations, and participates in workshops, conferences, seminars and programs designed to promote professional development.
Reviews proposed state legislation; maintains contact with state legislators enlisting their support when possible in meeting CPRST needs for legislative action on a variety of issues.
Be aware of new developments, trends and innovation in professional management of parks and recreation service systems.
Works amicably with the Mayor, City Council, and other City Department Heads on behalf of CPRST concerning any planning, project, ordinance that would either directly or indirectly affect parks and recreation.
Attends City Council meetings and Council work session as requested and/or when CPRST items are being discussed.
Acts as a liaison to the official law enforcement agencies providing public safety and service.
Establishes and maintains sound business and financial procedures in accordance with Federal and State laws, and CPRST system policies.
Leads efforts in maintaining the organization’s compliance with CAPRA standards and objectives.
Exhibits a high level of professionalism and ethics working amicably with the Park Board, Mayor, City Council, Administrators, Personnel and Community.
Exhibits proficiency in written and oral communication.
Works a minimum of a 40-hour work week, which will likely include nights and weekends, with hours varying based on time of year, events and projects.
Attends all meetings as required by the CPRST Board of Directors, Mayor and/or Council.
Performs other duties as assigned by the CPRST Board of Directors.
Bachelor’s degree from an accredited college or university is preferred, with a major in business management, public or business administration, parks and recreation administration, or a closely related field.
Preferred list of certifications: Certified Parks and Recreation Professional (CPRP), Certified Parks and Recreation Executive (CPRE).
At least five (5) years of related experience in an upper level management/administrative position, preferably in the field of parks and recreation.
Must possess a valid driver’s license.
Thorough knowledge of the theory and philosophy of recreation and the ability to interpret this philosophy to others.
Ability to develop, organize and direct a comprehensive community recreation program. Ability to develop, organize and direct a program of acquisition, construction and maintenance of park areas and facilities.
Knowledge of fiscal procedures and budgetary planning.
Knowledge of efficient personnel management techniques.
Computer fluency and a working knowledge of basic accounting software.
Ability to work with minimum supervision. Ability to perform duties with substantial initiative and creativity. Ability to perform duties with sound judgment, persistence, integrity, tact and courtesy. Ability to communicate and work effectively with the public, media, the Board and CPRST staff.
Skills to evaluate the organization’s programs and operations. Ability to get others to accomplish tasks, move in a certain direction or influence their direction of thought.
Commitment to and passion for parks and recreation.
Must meet Park Board employment and physical standards, which includes a background check, drug, and alcohol screening.
Experience and training which demonstrates the knowledge, skills and aptitude to perform the defined duties.
