The Parks & Community Services Department is seeking a dynamic person with a proven track record of motivating staff and providing innovative approaches to lead the Parks Scheduling Office. The chosen candidate will support a collaborative One City organizational approach and effort to achieve high performance.
The Parks Scheduling Office operates as part of the Enterprise Fund, which is charged with attaining full cost recovery of all assigned costs including direct operating expenses, maintenance, and select department and City overhead. The Office coordinates the scheduling of select City of Bellevue-owned indoor facilities, park areas, and all athletic fields.
The Community Services Supervisor is responsible for supervising and managing the daily operations of the Parks Scheduling Office as well as leading the Facility Rental Team, assisting with coordination of community special events, and supporting the Family 4th event. May require some evening and weekend hours.
Essential Duties and Responsibilities:
Interpret, review and develop policies and procedures associated with the rental and scheduling program implementation including athletic field allocation. Develop work plans, timelines, goals, outcomes and appropriate performance measures.
Serve as lead on Department Facility Rental Team. Serve in a significant supporting role to the Family 4th event.
Hire, train, supervise, and evaluate FTE and part-time staff, and take corrective action as needed; develop and manage staff engaged in administering programs and implementing policies and procedures.
Coordinate service and troubleshoot issues and concerns related to program areas internally with City of Bellevue Resource Management and Recreation staff, and with partners which include the Bellevue School District and other Parks & Recreation Departments.
Manage vendor contracts including Robinswood House and ball field concessions.
Serve as Parks & Community Services representative on citywide Special Events Committee. Serve as program information resource to City staff, elected officials, and local and regional citizens.
Develop, administer and manage program budget, track revenue and expenditures, develop and recommend pricing structure for program fees and revenue-sharing splits with vendors of contracted programs. Purchase and maintain inventory control of equipment and supplies.
Research and analyze market trends and program best practices and make recommendations regarding program direction. Develop public relations marketing strategies, presentation and promotional materials, as well as distribution timelines.
Supervise scheduling and collection of rental fees for the use of athletic fields, indoor rental facilities and outdoor parks. Maintain scheduling database. Other duties as assigned.
Works under the general supervision of the Parks & Community Services Manager.
Exercises supervision over Program Coordinator, Administrative Assistant, part-time staff and contractors, as assigned
Knowledge, Skills, Abilities and Competencies:
Considerable knowledge of the methods and procedures of budget development and control.
Ability to analyze programs and services for short-term and long-range planning purposes.
Ability to relate and work with a broad and varied population.
Ability to interpret and apply policies and procedures in ambiguous situations.
Excellent interpersonal, oral and written communication skills. Skill in public speaking, negotiating, conflict resolution and customer service. Making reports and presentations about the program to City Council, other agencies, citizens, and business groups.
Knowledge of principles and practices of effective employee management, motivation, and development.
Excellent working knowledge of databases (Blue Rec), word-processing, spreadsheets, SharePoint, and other relevant software applications.
Ability to supervise the work of staff including coordinating, assigning, monitoring and evaluating work; hiring, training, developing, counseling and disciplining staff.
Education, Experience, and Other Requirements:
Graduation from an accredited four-year college or university with a degree in recreation, business, or related field(s).
Five or more years of progressively responsible and related experience in recreation programming, program management, as well as supervisory experience.
Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.
Experience with athletic field scheduling, coordinating special events, and facility rentals.
Candidate must successfully pass a criminal background check prior to being hired.
