The Town of Billerica Recreation Department is a rapidly evolving department seeking dynamic candidates to fulfill the role of Assistant Director. Over the course of the last two years, our department has seen a major turnover in staffing that has provided an opportunity to restructure and rebuild the department. We are looking for candidates that are energetic team players who will join us in taking on the excitement of growing our department. This position performs clerical, administrative and supervisory work in assisting the Recreation Director in the overall operations of the Recreation Department, including but not limited to: programming and special event planning, field permitting, grant writing, and supervision of department employees. Supervises two permanent employees and up to 60+ seasonal employees.

Updates and maintains accurate and detailed databases.
Prepares and submits programmatic, administrative, and statistical reports in compliance with established guidelines and required timelines.
Prepares and distributes promotional materials for department activities.
Serves as a point of contact for the general public, answering inquiries, handling minor complaints.
Assists the Director with financial management of the department, including tracking purchase orders, payments, invoices payroll, and departmental budget planning.
Monitors and inspects program sites, fields, parks and equipment for safe operation, reports all maintenance and repair needs.
Assists with the recruitment and hiring of staff including processing new hire files and relevant forms, training new employees.
Develops and writes grant requests for services and programs. Monitor grant monies received and submits reports.
Performs duties of Program Coordinators when needed.
Acts as the Recreation Director during his/her absence.
Supervision Scope: Performs a variety of responsible duties of an administrative and clerical nature requiring the exercise of judgment to interpret guidelines and carry out assignments independently; work at this level requires a working knowledge of departmental operations, local and state laws and regulations.
Supervision Received: Work is performed under the general direction of the Director of Recreation.
Supervision Given: Supervises both permanent and seasonal employees.
Most work is performed under typical office conditions; the noise level is moderate. Some work is performed outside or in recreational facilities where the noise level can range from low to high.
Operates computer, telephone, facsimile machine, copier, calculator, and other standard office equipment.
Operates a vehicle to perform town wide business.
Employee has frequent contact with town departments, civic organizations and leagues, residents and vendors; Contacts are in person, by telephone, and by email and involve an information exchange dialogue.
Has access to all department-related confidential information, including personnel files, payroll and department records.
Errors could result in delay of service, and legal and/or financial repercussions for the Town.
Applicants shall possess Bachelor's degree from four-year college or university in related field and a minimum of four years related experience, including staff supervision. Qualified candidates will be certified in First Aid and CPR, possess a valid driver’s license and will be available to work flexible hours including evenings, weekends and holidays when needed. Prior experience in Therapeutic Recreation or Special Needs programming is preferred.
Education, Training and Experience
Bachelor’s Degree in related field; minimum of four (4) years of experience with program planning, and staff supervision; or an equivalent and relevant combination of education, training and experience. CPR Certification required. Experience in Therapeutic Recreation or Special Needs programming is preferred.
Knowledge, Ability and Skill
Knowledge:Thorough knowledge of principles and practices of recreational program design and implementation. Working knowledge of computer applications for database management and report generation. Knowledge of standard office operations and procedures. Working knowledge of Therapeutic/Adapted recreation guidelines and ADA. Working knowledge of commonly used budgeting and accounting procedures and practices. Working knowledge of facility design theories.
Ability: Ability to work well with other town departments. Ability to communicate effectively in writing and orally. Ability to operate standard office equipment. Ability to work under occasional stress generated by deadlines. Ability to supervise, assign and evaluate the work of employees. Ability to plan and prioritize work and perform multiple tasks within a timely manner. Ability to foster positive relationships and promote a positive work environment.
Skill: Excellent organizational and customer service skills. Proficient computer skills in the use of: Microsoft Office, Desktop Publishing social media, and ability to learn MyRec registration sotware. Excellent communication skills and strong attention to details is a must.

Additional Salary Information: The salary range for the Parks and Recreation Director is negotiable between $67,997 - $80,342 depending on a candidate's qualifications and experience.
