Recreation District #1/Pelican Park, an award-winning Recreation District located in Mandeville, Louisiana, is seeking an Executive Director to lead their high-energy, public service focused team. The District operates Pelican Park, one of the finest park and youth sports facilities in the south.
The Recreation District is nestled in St. Tammany Parish on the north side of Lake Pontchartrain from New Orleans, serving a suburban community of approximately 65,000 residents.
The Recreation District is a free-standing governmental agency under the direction of a seven-member Board of Commissioners. The Recreation District is financially stable with aggressive plans for future growth. It has an excellent reputation and relationship with the community for great service and financial management. We are seeking an experienced professional who is outgoing, friendly, energetic, dedicated and a proven team leader to replace the retiring Director, who has served in that position for 30 years.
The Executive Director is the chief administrative officer of the Recreation District, reporting directly to the Board of Commissioners, and is responsible for implementation of District policy and overall management of the District’s park and recreation system. Primary focus includes adhering to the District’s statutory responsibilities and providing quality recreation and outstanding facilities to our community. The Executive Director manages all day to day operations and activities of the District. This includes acting as the administrative head of all divisions: administration, parks, recreation and the multi-purpose Castine Center. Responsibilities also include business management, facility development, personnel management, developing and administering of the annual budget. There are currently 40 full-time employees and approximately 40 part-time staff.
The highlight of the Recreation District is Pelican Park, which consists of 26 top-of-the-line game fields, six practice fields, seven courts of gym space, a dog park, skate park, commercial batting cages, disc golf, a newly constructed area with 8 outdoor pickleball courts and exercise equipment, plus the multi-purpose 46,000 square foot Castine Center. The District also owns and operates its own road, sewer and water systems.
The District’s strategic plan for long-term growth includes acquisition of new land, facility expansion and additional programs for the residents of the community, both youth and adult.

Day to day direction of District operations, management and administration of the Recreation District
Developing, implementing and administration of District policies and procedures
Hiring, training, supervising and evaluating division managers and through them, their employees
Planning and coordinating development of construction and other capital improvement projects
Handling personnel issues, including hiring and firing and discipline issues and compliance with Federal, State and District policies, with the HR Supervisor.
Serves as liaison to Mandeville Soccer Club, Tourist Commission as well as other community organizations
Handles with Business Manager all contract, bidding, purchase orders, checks and financial tracking.
Oversee the Recreation Division (in absence of Recreation Superintendent) which handles all aspect of youth sports including registration, evaluations, coach selection, team formation, scheduling and overseeing leagues in baseball, softball, volleyball, basketball and football for over 3,400 children.
Provides assistance, guidance and direction to the Park Superintendent who manages all turf operations, maintenance, sport fields and park facilities.
Provides assistance, guidance and direction to the Assistant Director who handles technology, front office operations, concessions, facility rentals and the Castine Center operations and rentals.

CPRP certification preferred and a Bachelor’s Degree in Parks and Recreation from an accredited school. Degrees from non-accredited schools, degrees in similar fields or Business Administration will be considered.
Minimum of 10 years Park and Recreation Experience with five of those in a management role
Valid Driver’s License
Ability to pass a background check in accordance with NRPA standards
Ability to pass a job description physical
Ability to pass a drug and alcohol screening

About Recreation District #1/Pelican Park
Recreation District #1 of St. Tammany Parish is a free standing governmental agency. Board of Commissioners are appointed for 4 year terms by the St. Tammany Parish Council. The Board meets monthly and has committee meetings as needed.
The Recreation District is celebrating their 30th anniversary this year. The Recreation District is supported by property tax (apx 80%) and the balance is self generated funding. The District operates on a just over $4 million dollar yearly O and M budget, which has increased each year. The Director with the Board, manages over 7 million dollars between O and M budget, Reserves, Funded Construction Projects, Enterprise funds etc.
The Board Chairman won the NRPA's 2018 Robert M. Artz Advocate of the Year Award as well as the 2018 LRPA individual citation for outstanding dedication and service to the field of parks and recreation. The Recreation District won the 2017 LRPA Excellence in Parks and Recreation Award for Class 4.
