This is administrative work assisting the Director of a Department by providing a broad scope of administrative services that support and facilitate coordination and cohesiveness in the efforts of all Divisions within the Department. This position is routinely responsible for budget preparation and monitoring, internal financial reporting, internal productivity reporting, personnel transactions, and departmental policy and procedure development.This position will develop and implement whatever processes or plans are necessary to carry out special assignments and projects designed to achieve objectives set forth by the Department Director. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.
Examples of Work Performed
Plans, delegates, and evaluates the work of clerical, administrative, and/or technical support staff providing a variety of services.
Evaluates, develops, modifies, and/or implements Departmental financial and administrative support processes and procedures.
Monitors and ensures compliance with organization level policies and procedures that apply to the operation.
Monitors administrative policies and procedures supporting the operation for continued compliance and effectiveness and initiates change as needed.
Identifies and accesses information resources.
Analyzes and summarizes information as needed to support the Department in project planning and/or responding to public issues.
May conduct oral presentations regarding process changes or topics researched for the Department.
Coordinates special projects involving multiple Divisions.
Composes correspondence, brochures, press releases, and other narrative material for the department as assigned.
Serves as Departmental coordinator and/or liaison for special programs, including but not limited to public information, employee training, affirmative action policy administration and state and federally funded program contract compliance.
Completion of work assignments may require the operation of a vehicle.

Requirements of Work
Thorough knowledge of information resources and information evaluation and reporting techniques
Knowledge of the principles and procedures of financial and managerial accounting
Considerable knowledge of the practices and principles of municipal government or of the organizational operations of the hiring Department
Ability to use a computer to access, interpret, and record information
Knowledge of electronic spreadsheet development, using basic mathematical and descriptive statistical operations
Ability to communicate clearly and effectively, both orally and in writing
Ability to develop and maintain effective working relationships with associates, employees of other Departments, representatives of other organizations, and the public
Ability to effectively plan, organize, and supervise the work of other.
May require the ability to acquire and maintain a Kansas driver's license.
An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
Required Experience and Training
Graduation from a four-year college with a degree in business or public administration, or a related field, plus four years of increasingly responsible administrative experience which includes budgetary accountability and at least one year of supervisory experience. Administrative experience in a municipal environment or directly related to the specific operations of the hiring department preferred. An equivalent combination of education and experience may be considered. Offers of employment are contingent upon passing a pre-employment physical, which includes drug screening, and upon satisfactory evaluation of the results of a criminal record check.
