This is an executive level position which reports to the Director of Parks and Recreation or designee. This individual is responsible for assisting with planning, directing, and coordinating all activities within the Recreations, Operations, Aquatics, and Grounds Maintenance Divisions, as well as oversight of natural areas. Directs the management of park operations, recreation programming, grounds maintenance, park ranger programs, natural areas maintenance, environmental programming and aquatics; through subordinate staff and their assigned full time and part time staff.
Duties include, but are not limited to: establishing the Strategic and Action Plans for all divisions and monitoring the performance and the attainment of goals and initiatives for each; working with the Director and Senior Staff to set annual priorities and track accomplishments; administrating and coordinating the division's operating budgets; developing and implementing the Recreation Program Plan and Grounds Maintenance Plan; monitoring bond funded projects to ensure they remain on budget and schedule; ensuring the proper enforcement of ordinances and adherence to departmental policies and procedures; ensuring cash handling and payment fidelity; grant application participation and implementation of grant funded programs and subsequent reporting; tracking and reporting maintenance frequency and operational cost by park; creating and implementing service delivery standards for maintenance and training of staff to ensure standards are met and resources are available to complete the work; establishing annual equipment and vehicle replacement program plan; responsible for ensuring level of service through staffing resources are met seven days a week; coordinating operation needs with appropriate level representatives from City, County, State and Federal agencies and organizations; staying abreast of industry best practices and trends related to service delivery; attends and maintains a calendar for meetings, deadlines, and events; and performs other related duties.
Bachelor's degree in Park & Recreation Management, Public Administration or related field and five (5) years progressively responsible managerial experience in recreation program development and implementation, grounds maintenance or park operations. Certification as a Certified Park and Recreation Professional from the National Recreation and Park Association is preferred.
An equivalent combination of education and experience beyond a high school diploma or its equivalent.
