Under the direction of the Parks and Recreation Director, performs administrative and professional work overseeing and directing the activities of the park grounds, ranger, and maintenance staff. Responsibilities include planning, developing, organizing and safety of all City parks and facilities, and general administration of the Division. Work involves extensive reports, i.e., statistical, risk management, planning, budget forecasting, record maintenance activities; and continual evaluation of the effectiveness and efficiency of assigned programs, which are generally large-scale in terms of personnel, public participation, and budget criteria. This individual may be responsible for the design and implementation of long- and short-term strategies for the Parks Administration Division as assigned by the Director. Work is reviewed for results obtained through reports and conferences. Performs related work as required.
Individuals assigned to this classification must report to work per their assigned schedule, which may include nights, weekends and holidays.
SPECIFIC DUTIES AND RESPONSIBILITIES:

Plans, organizes and directs daily operations for the Parks Administration Division. Formulates and implements operating policies and procedures; inspects, analyzes and evaluates existing programs and facilities and initiates implementation of corrective action.
Prepares and administers budget for assigned program(s) and facilities according to established City goals and objectives. Establishes and/or reviews and approves program goals and objectives, monitors and ensures adherence; Establishes/reviews staffing and materials; Analyzes and recommends acquisition/development requirements to meet public needs.
Supervises, schedules and evaluates the performance of personnel and volunteers under charge, rendering discipline as required.
Assists in recruiting, interviewing and selecting full-time personnel, contract personnel and volunteers.
Confers with supervisory personnel concerning the needs, special interest, planning and development of various events and programs.
Provide approval and input for purchasing of supplies and equipment. Assists in the development of bid specifications to ensure the acquisition of equipment and materials or capital projects as applicable to the needs of the specific facility or park.
Performs weekly, monthly and annual report duties, i.e., program evaluations, performance evaluations, statistical reports, budget forecasting, program goals and objectives.
Performs extensive accounting and record maintenance activities concerning purchasing and contract administration.
Ensures safety of athletic facilities and complexes through grounds maintenance and ranger programs.
Ensures appropriate training for personnel under charge. Provides the proper required safety equipment.
Attends various department, public, and Council meetings, and works with special events committees and other municipal divisions concerning the coordination of community events.
Prepares and administers all grants and sponsorship contracts for division.
Performs scheduling tasks in areas such as facility use, equipment use and rescheduling when necessary.
Solicits funds through sponsorships, grants, private industry and other potential sources of revenue.
Assists in the research and related studies for the community needs in the county to promote and maintain maximum participation in events/programs and facility use.
Conducts appropriate research and analysis for maintaining current knowledge of and compliance with new state and municipal legislation related to parks administration.
May be required to operate a motor vehicle in performance of assigned tasks.
Performs related duties as required.
Eight (8) years of progressively responsible experience in parks and recreation with emphasis in grounds and facilities maintenance and management, four (4) years of which must include experience in the administrative aspects of the work at a supervisory level.
Licenses or Certifications
Registration with the Florida Recreation and Parks Association, and obtain certification as a Certified Parks and Recreation Professional within one (1) year of hire or promotion.
Must possess a valid state driver's license and obtain a valid Florida driver's license within thirty (30) days of hire or promotion.
