This position oversees the Creative Services, Marketing and Administration functions for the Department and helps manage the Department's capital planning and project efforts. This position directs Department marketing and promotional strategies; oversees the creative services team which provides graphic design and creative consultative services for the city, directs Department public outreach efforts, coordinates Department budget, leads capital planning efforts and assists Department Director with a number of initiatives and strategies to best implement City and Department plans.
Coordinates Department budget and develops, manages and administers the division budget.
Manages the marketing, communication and outreach programs for the department and provides leadership and direction to the marketing supervisor, marketing specialist-business operations and the office support supervisor.
Manages the Creative Services team to ensure graphic design and creative consultative services are provided to the City staff.
Supports Department Director by leading capital planning efforts and making funding and budgetary recommendations. Plans and facilitates the Coordinated Annual Planning Process with management to establish priorities and determine funding allocations.
Coordinates overall Department fundraising strategy with Resource Development team.
Works collaboratively with managers to identify areas for process improvement and innovation.
Builds productive and positive relationships with residents and businesses through effective outreach strategies to help further the Department's purpose.
Develops and maintains collaborative relationships with community leaders, and community agencies to support Department projects and activities. Works collaboratively with the City Manager's office for coordinated messaging.
Reviews trends, demographics, and competitive market information, and applies market analysis to Department strategies.
Develops strategic marketing plans for the Department and for direct service divisions and works directly with Managers and Marketing team to implement strategies.
Develops and maintains a communication plan for the Department for both internal and external interactions.
Analyzes data in order to evaluate the effectiveness of marketing and/or communication strategies implemented.
Implements and conducts follow-through for established promotional strategies to support Divisions.
Accountable for the Department's web presence and oversees Department's social media program.
Participates on the Department of Community Resources management team (CR Team) for planning and decision-making.
Supports the Director's efforts to implement the Department's Master and Strategic Plans.
Facilitates Department public meeting processes including facility and park dedications, planning projects, and other Department wide outreach processes.
Manages and provides direction and oversight to the Department's administrative operations including processing of payments, billings, personnel-related paperwork and purchasing.
Manages and provides oversight and direction to the park shelters and Stone and Graham House Reservation Program.
Prepares correspondence to Mayor and City Council, citizens and outside organizations on behalf of the Community Resources Director.
Conducts research as may be requested included demographic information, City comparison surveys, and other related types of requests.
Serves as the focal point for communication to residents on behalf of the Department.
Must be able to interact with others in a positive manner.
Requires regular and prompt attendance.
Participates in the City CDBG team as Department liaison to make decisions on annual CDBG funding allocations.
Coordinates department response to requests for information.
Accepts special assignments as may be requested.
Receives supervision from the Director of Community Resources
Supervises the Marketing and Promotion Supervisor and Office Support Supervisor
Education Bachelor's degree in Communications, Business Operations, Marketing, Non-Profit Management, Business Administration or related field from an accredited college.
Experience Minimum of five years in marketing, public relations, or related field. Minimum of five years of supervisory experience required. Prefer some experience in local government.
Licensure/Certification/Registration Valid driver's license and good driving record are required.

WORK ENVIRONMENT Work is performed in an office setting. Meetings are attended at a variety of City facilities and within the Community. Day, evening and weekend hours may be required.
