This position supports the City's mission, vision, values and strategic plan initiatives, and works alongside the department Director to develop and implement department-wide goals, objectives, policies and priorities. The Deputy Parks Director oversees park operations and planning, city-wide facilities landscaping, sports complexes, trails, rights of way, and medians. This position is responsible for the annual budget of the parks and athletic field maintenance departments, park planning, and park capital projects monitoring expenses to ensure they are within an adopted program of service, and manages and performs duties required to provide quality parks and trails within the city.
Serves as immediate supervisor to some staff, provides managerial leadership and direction to the overall department, coaches and evaluates staff performance in day to day and supervisory duties, confers with staff on organizational goals, objectives and related City projects, conduct regular staff meetings and 1:1 check-in meetings with direct reports, and assigns project and program responsibilities
Monitors progress, responds, and resolves issues regarding department operations, projects and programs.
Establish, implement, and monitor short and long-range business plans, manage and participate in the development and implementation of goals, policies, and priorities; and recommend, revise, and administer policies and procedures.
Develop annual Parks and Athletics department budgets in cooperation with the Director, and manage subsequent expenditures throughout the year for each dept.
Develop work plan for parks operations, facility maintenance, capital improvements, and delegate parks projects meeting timelines and desired community outcomes.
Coordinate a variety of activities/events with local community groups to facilitate good public relations and to maintain a positive perception of the dept.
Prepare and submit regular reports.
Plan future projects; purchase materials and supplies for the maintenance of those projects, as well as for current projects already underway.
Serve on the Citywide emergency management team. Responsible for the implementation of the OEM plan for Parks.
Serve as the acting Director in the director's absence; make decisions and provide information, as necessary.
Serve as a representative on a variety of boards, commissions, and committees; prepare and present reports and other necessary correspondence.
Perform other duties as assigned.
This position has direct reports and indirect reporting of remaining full and part-time employees in the parks department.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of park funding, budget development and implementation.
Ability to assess department needs, develop solutions. project manage and lead strategic development plans through to implementation.
Knowledge of park asset management and assessment systems.
Ability to effectively communicate both orally and in writing.
Ability to work with other departments in planning and developing.
Ability to effectively lead and supervise personnel as assigned.
Ability to manage conflicts with staff and the public.
Knowledge of construction, carpentry, turf maintenance and spray pesticides.
Knowledge of irrigation systems including installation and layout.
Knowledge of proper chemical mixtures for pesticides/herbicides.
Ability to maintain relationships within the municipal setting.
Ability to work independently.
EDUCATION AND EXPERIENCE:
Bachelor's degree in business administration, parks and recreation, park administration or a closely related field.
Six (6) years or more of increasingly responsible experience in parks administration, operations, maintenance, and planning.
Three (3) years management/supervisory experience.
Experienced in performance management, change management, budget management, and enterprise cost recovery.
Master’s degree preferred.
Public sector experience preferred.
CERTIFICATES AND LICENSES REQUIRED:
Class C Driver’s License
