The City of Mission (pop. 9,467) seeks a highly qualified, dynamic parks and recreation professional to lead the Parks and Recreation Department.
Located in northeast Johnson County, Kansas, Mission is a first-tier suburb of Kansas City with a General Fund budget of $13.5 million and a total operating budget of $26.9.million. The Department includes twelve full-time staff, and up to approximately 150 part-time and seasonal employees. The Department budget for 2019 is estimated at $2.8 million. The Director will establish and administer long-range strategic plans and goals for the 80,000 sq. ft Sylvester Powell, Jr. Community Center, the Mission Family Aquatic Center, and the City’s ten outdoor parks while ensuring compliance with quality control, customer service and risk management policies and procedures for all facilities. A critical function will be reviewing and evaluating current work methods and procedures and identifying opportunities for improving service delivery methods. The incumbent will prepare, review and administer the department budget and manage capital projects. Additionally, this position entails developing and implementing a marketing plan, exploring partnerships and sponsorships and responding to citizen inquiries.
Leadership duties include hiring, supervising and evaluating the staff, while serving as an exceptional role model reflective of our City’s culture. The Director will also provide staff support to a variety of boards and commissions, attend and participate in City Council meetings, and serve on professional organizations and outside agencies.
Qualifications include a comprehensive knowledge of all phases of community recreational activities and their administration, and a thorough knowledge of the principles and practices of public administration with special reference to selecting, supervising, appraising, counseling and discharging personnel and to budget administration. The preferred candidate will have the following experience: has developed and executed a well-rounded program of recreational activities, has analyzed community needs, has problem solved and implemented solutions related to the needs of various age groups, has cooperated with and interpreted recreational philosophies to city authorities and private groups and agencies and the general public, has a proven track record of establishing and maintaining effective working relationships with the public, officials, contractors and staff. The preferred candidate will possess excellent communication skills, both oral and written.
Required Education/Experience: One to five years related experience and/or training; and a Master’s degree or equivalent; or equivalent combination of education and experience. Areas of education: park and recreation management or administration. Experience in administration of recreational programs, including considerable supervisory experience. Any equivalent combination of education and experience will be considered.
