Our client, the District of Columbia Department of Parks and Recreation, is seeking a Programs Manager (PM) to assist in the leading of the Recreation Services Division. The Program Manager is responsible for conducting and directing activities of the Community Programs Branch and for the anticipation, rectification, prevention and solution of problems arising. The PM exercises independent judgment in the performance of all assigned duties and responsibilities and keeps the supervisor aware of unusual problems and policy conflicts through individual or group discussions and through the submission of reports.
The PM exercises, as the agency technical expert, independent initiative and sound judgment to direct and oversee the overall administration and execution of the Community Programs Branch operations and activities. The PM keeps the Deputy Director advised as to the nature of programs and the implementation schedule and is responsible for the development, implementation, management, and evaluation of processes involved in achieving defined goals for the overall program area.
The PM manages the Community Programs Branch and subordinate staff, formulates recommendations for specific program modifications and, accordingly, provides direction and adjustments to the operational scope of the program as warranted.
Some of the other areas of responsibilities include:
Budget and Finance-
Managing fund expenditures on continuing contractual agreements;
Establishing accounts with the Budget Office and monitoring execution of various component and programs under the Community Programs Branch;
Providing the Deputy Director with continuous fund analysis to ensure conformance with program planning and budget execution objectives; and,
Ensuring the appropriate and required assembling of data, statistics, and other materials relating to the budget and operational costs.
Providing managerial oversight and direction in the planning and development of curriculum and administrative management guidelines;
Ensuring the curriculum fully addresses the goals and objectives pertinent to the provision of comprehensive recreation program to general specialized populations;
Developing the staffing structure for Community Programs Branch;
Coordinating the development of the broad spectrum of components encompassing sports, fitness, technology, and cultural stimulation, and the performance of a variety of functions directly relating to the execution of program responsibilities;
Participating with the Deputy Director and/or Director, as necessary, in the presentation of the Department’s community programs before the Mayor and City Council; and,
Participating as a member of regional governmental or other committees as a representative of the department on matters of interest to the department.
Experience and Training
The ideal candidate should an undergraduate or graduate education in general recreation, or one of the appropriate fields of recreation such as: outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g. senior citizens, institutional, et); or physical education.
The successful applicant will have demonstrated experience in planning, organizing, coordinating, supervision, or evaluating community, industrial, outdoor, institutional, or other recreation programs. The next Programs Manager will have leadership experience in the programs and activities of local, regional, and/or national recreational organizations.
A Certified Park and Recreational Professional (CPRP) or Certified Park and Recreation Executive (CPRE) is preferred.
