The Operations Park Manager is a middle management position responsible for administration, personnel management, operation and maintenance of the parks, open spaces, public grounds, other public assets, and management of the Department's snow and other storm operations. Maintenance responsibilities include athletic fields, playgrounds, tennis and basketball courts, lighted facilities, picnic shelters, access roads, parking areas, signage, and park seating within an assigned area. A person in this position also performs a range of other functions including providing support to planning and implementing capital projects, contract management and representing the Department on city-wide and/or community planning groups. This Park Manager works closely with others to ensure coordination of efforts throughout the Department. Work is performed under the general supervision of a Division Chief of Park Maintenance.
What You Should Bring You should bring your broad-based knowledge of the principles and practices of park/landscape management; budget preparation, personnel supervision, and project management. Your ability to analyze, interpret and report research findings; review administrative and program practices in addition to implement changes, recognize areas in need of improvement and efficiencies will enable you to lead your team in a highly effective manner to provide the best services, open spaces and facilities in the City of Alexandria. Your ability to use computers and various software programs, write and edit various forms of informational materials as well as communicate clearly and effectively, both verbally and in writing. Communicate with multiple city departments to ensure park maintenance, repairs, modification and construction projects meet City contracting, procurement, budgeting, permitting and environmental policies and requirements;
Conduct inspections to see that all work has been completed to the City's satisfaction and in accordance with plans, specifications and contracts;
Contribute to the strategic and budgetary planning for park systems renewals, replacement to include: modifications, renovation and replacement;
Coordinate the work of contractors and other interested parties with Park Maintenance repairs and modification projects;
Direct, monitor and record periodic inspections of park maintenance, repairs, modifications, construction projects and work-in-progress to accomplish proper compliance with established park, industry and design standards intent through scheduled and regular site visit with customers, contractors, design consultants and planning officials;
Support with administrative, human resources and fiscal management functions of the Park Maintenance Group;
Maintain files of park maintenance, repairs, modifications and construction documents, correspondence, work procedures, work plans, and overall maintenance plans associated with park facilities;
Prepare specifications for competitive bids quotes and formal request for proposals for projects exceeding five thousand dollars;
Provide leadership and guidance to assigned employees, employee-led department-wide initiatives and support RPCA efforts for developing a high-performance organization;
Performs related work as required.
Minimum & Additional Requirements
Four-Year College Degree; three-five years of experience in park/facility management, operations or grounds maintenance operations; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
More than five years of experience in park/landscape management, project and contract management, budget preparation; and ability to analyze, interpret, report and act upon research findings.
