The Valdosta-Lowndes County Parks & Recreation Authority is accepting applications for the position of Facilities and Grounds Director. This position plans, directs, and manages the service operations, budget and personnel of the Facilities and Grounds Division. Work is performed with considerable independence and latitude to allow professional judgment to be exercised in providing leadership and making decisions. Reports to the Executive Director.
The successful candidate must be a mature and highly capable individual and must demonstrate superb skills in team leadership and motivation. Must have excellent communication (both verbal and written), customer service, organization, and project management skills. The position requires a smart, dynamic, resourceful, reliable, highly motivated, self-starter who is pro-active, able to develop new protocols and procedures, and respond to unexpected challenges, oftentimes with limited outside guidance. The successful candidate will, at all times, maintain a keen awareness of the professional environment and ensure that all staff feel that they are working in a positive workplace and being treated in a fair, respectful and supportive manner by their colleagues and management. In order to succeed, the Facilities and Grounds Director is expected to fully engage with visitors and staff and assume a personal sense of ownership and pride in all Facility and Grounds operations.
This position will require some weekend availability due to sports tournaments and special events.
ESSENTIAL JOB FUNCTIONS
Assists the Director in managing the operations and direction for the Facilities and Grounds Division within the context of strategic goals and objectives.
Develops, oversees and assists with the implementation of long-range goals and strategies addressing the need for recreation facilities, and plans for the establishment of the facilities.
Prepares, implements, and administers budgets for areas of responsibility; monitors program purchases for adherence to approved budget guidelines; prepares some documentation for RFP’s.
Attends public meetings and professional conferences as a representative of the agency. Identifies and responds to community concerns consistent with established policies.
Assists the Executive Director in administering and overseeing service contracts, facility use/management agreements, and other similar documents pertinent to the operation of a authority park system.
Oversees the daily operations of facilities, ensuring compliance with all applicable policies, procedures, regulations and standards of quality and safety.
Supervises the work of subordinate staff and volunteers. Supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems, and recommending employee discipline, discharge, and salary increases.
Receives and responds to public/participant inquiries, concerns and complaints.
Keeps abreast of trends and issues in public recreation by reading professional publications and attending conferences, workshops, professional meetings, etc.
Makes annual budget recommendations for the Facilities and Grounds Division. Develops plan(s) for purchasing and replacement of capital equipment.
Responsible for overseeing application of facility enhancement/maintenance chemicals (ie. herbicide, pesticide, fertilizer, etc.) to turf grass in parks and sports complexes.
Implementing year round turf management program for all sports fields.
Initiates action on projects and operational procedures that result in improvements, efficiencies, effectiveness and/or enhancements to the Authority's services.
Promotes and ensures proper employee training and compliance with Authority safety program and departmental safety procedures; ensures that all equipment, materials, and work conditions are adequately maintained to prevent accidents.
Responsible for ongoing implementation and updating of the Park’s Emergency Plan of Action; Maintenance Manuals, and Operations Staff Safety Training.
ADDITIONAL JOB FUNCTIONS
Assists subordinates, other divisions/departments, and other agencies in the planning, set-up and execution of special events.
Conducts various research and other special projects as assigned.
Performs related duties as required.
MINIMUM TRAINING AND EXPERIENCE
Bachelor's Degree in Turfgrass Science/Management, Parks and Recreation Administration or closely related field, plus 7 years of progressively responsible management level experience in public parks, professional/university sports facilities setting or a related field. Certified Sports Field Manager (CSFM) certification would be a plus but not required. Excellent computer skills, including solid experience in working with Word, Excel, PowerPoint, etc.
