This individual works under the direction of the City Manager and works closely with the Parks and Recreation Commission as part of the public process of managing this functional area of the City. This is a key role in performing complex professional and administrative work for the department’s parks, open space, enterprise and recreational business operations including the development and implementation of new programs and the effective management of existing programs.
The qualified individual:
Exercises administrative direction over department division managers and other support staff, part-time, contracted or seasonal personnel either directly or through subordinate supervisors.
Serves as an ambassador of the City.
Allocates, directs, motivates and evaluates departmental personnel to help achieve their individual goals, collectively achieve the department’s mission, lead to the employees’ growth and accountability for their actions; establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity and teamwork.
Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
Develops and analyzes the department’s organizational structure and organizes major accountabilities and functions into effective and measurable units within this structure.
Directs ongoing research into new technologies and trends and recommends implementation of programs and equipment to help the Department achieve its objectives.
Develops, recommends and implements departmental policies, procedures and standards; develops, plans and implements departmental goals and objectives; provides professional and technical advice and assistance to the City Manager on matters related to department functions; prepares and presents staff reports.
Establishes, coordinates and administers department budget in fiscally responsible manner. Directs the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements midyear adjustments, revenue enhancements and cost containment measures when necessary.
Manages fee based programs and venues with the goal of fiscal independence.
Plans, coordinates and directs a diversified year round, city-wide parks and recreation program including the management of the Howelsen Ski/Rodeo Complex, Ice Arena, Tennis Center, golf operations, and various fields, trails, parks and open spaces.
Reviews program areas, implements changes or new programs to meet recreational needs of the community; develops, maintains and implements a current parks and recreation master plan.
Coordinates recreation programs with parks use programs, other City departments and outside organizations.
Coordinates the Department’s activities with those of other City departments and officials to ensure a consistent approach toward common projects and interests.
Is an active team player on the City’s Management Team.
Maintains knowledge of current trends and provides innovative approaches to providing community services activities and programs.
Prepares cost estimates to plan and provide for improvements in parks and recreation facilities; oversees construction projects and related improvements.
Establishes agenda, organizes, staffs and attend the meetings of the Parks and Recreation Commission; serves as City liaison to communicate, advise and discuss with the Parks and Recreation Commission future plans for programming, annual budget, purchase of capital equipment and improvements and evaluation of existing programs and policies.
Participates in a variety of professional and public meetings and activities; represents the City as community meetings and organizations; represents the City in partnerships with other public sector agencies; attends staff meetings; participates in required training and strategic planning activities; works closely with citizen advisory boards.
Responds to and resolves difficult and sensitive citizen inquires and complaints.
Serves as City Manager Pro Tem on an as-needed basis.
We are seeking the following qualifications:
Education and Experience
Bachelor's degree in Parks/Recreation Administration, Public Administration, Business Administration or a related field.
Seven years of progressively responsible experience in parks and recreation programs including three years of supervisory experience at a management level, or
Any equivalent combination of education and experience.
A master’s degree and Certified Parks & Recreation Professional (CPRP) certification is advantageous.
Necessary Knowledge, Skills, and Abilities
Demonstrated visionary and strategic leadership skills.
Effective supervisory skills, including ability to mentor, coach and direct the work of staff.
Maintain integrity, honesty, compassion, courage, optimism and good judgment – particularly in situations characterized by disagreement, conflict, tension and uncertainty.
Ability to anticipate trends in the parks, recreation and open space field and develop a creative strategy for maintaining high quality programs and services.
Comprehensive knowledge of administrative practices relating to parks, recreation and business enterprise operations.
Demonstrated knowledge in the management and supervision of numerous full-time and seasonal employees.
Knowledge in developing entrepreneurial and creative funding and operational approaches to support parks and recreation functions.
Ability to analyze operational problem areas and successfully plan and implement change management strategies.
Skill in effective, clear, concise and persuasive verbal and written communication with individuals and groups.
Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public.
