Performs difficult professional and administrative work managing the City's recreation programs, facilities, libraries and/or overseeing the maintenance of the City's parks; does related work as required. Work is performed under general supervision. Supervision is exercised over all Division personnel.
Plans, organizes, coordinates, and evaluates recreation programs and facilities for all segments of the community; Coordinates and directs all maintenance of parks, athletic programs, aquatics, ocean lifeguards, park rangers, nature center, tennis facilities, libraries, cemetery, community centers, recreational programs, special events, permits, partnerships, medians, buildings grounds, beaches, and athletic fields ; Prepares and submits Division budget to Director and monitors Division expenditures; makes budget forecasts and CIP projections; authorizes requests for Divisional supplies, materials, and personnel; Advises Director on important matters relative to Division and related Department activities; coordinates Division activities with other Divisions of the Department; Researches and prepares reports for the Director; develops and monitors attainment of Division goals and objectives; prepares and maintains administrative records; Coordinates activities of program and/or maintenance personnel; develops, coordinates, and administers employee training programs; Gives presentations to City Council, staff, and community groups Represents the Department and the Director at meetings, public events, and visioning sessions Develops business plans for Divisions and the Department Helps prepare specifications for capital outlay items.
Researches, prepares proposals, and administers a variety of grant programs and projects; Reviews job applications, interviews and recommends selection; Evaluates Division personnel performance; recommends personnel action as required; Responds as liaison with other City departments on related activities; represents the Director and Division at various meetings; Responds to citizen inquiries on Division activities and/or need for service; Prepares and maintains records and prepares a variety of reports on Division activities and equipment maintenance; Performs related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of the philosophies, principles, and practices of public recreation; comprehensive knowledge of the human resource needs, practices, equipment, tools, and materials used in park management; thorough knowledge of general building, equipment, repair and maintenance; ability to develop and administer a recreation program suited to the needs of the community; ability to plan, coordinate, assign, and review the activities of personnel involved in recreation programs and/or thorough knowledge of the grasses, flowers, shrubs, and trees grown in the area, their planting time, and their environmental requirements; thorough knowledge of hazards and necessary safety precautions involved in park maintenance work; ability to establish and maintain effective working relationships with City officials, employees, social organizations, and the general public; ability to prepare and maintain detailed reports and records; ability to communicate effectively orally and in writing; ability to establish and maintain effective working relationships with associates; and ability to prepare reports and maintain records.
EDUCATION AND EXPERIENCE:
Possession of a Bachelor's Degree from an accredited college or university with major course work in recreation administration, park management or related field, and extensive experience in community recreation management, and/or park maintenance including substantial administrative and supervisory experience. Master's degree preferred.
Possession of a valid State of Florida driver's license with no more than six (6) points in the last three years. Certified Parks and Recreation Professional (CPRP) or Certified Parks and Recreation Executive (CPRE) certification preferred.
PHYSICAL DEMANDS: Must be able to wear hard hat/helmet, safety belt, and safety vest. Exposure to extreme temperatures, heights, noise, dust, vapors, fumes, animals/insects, and moving mechanical parts.
