PARKS PROGRAM MANAGER: Performs professional management and planning of recreation programs and development of City park facilities and infrastructure in an aesthetically pleasing and efficient manner to maximize community use. This includes suggestions for construction and use of City parks infrastructure as well as organization and coordination of City parks usage. This position performs a variety of supervisory, administrative and technical skills related to the management and growth of the City parks and park infrastructure system. It is an exempt position.
SUPERVISION RECEIVED: Works under the direction of the Public Works Director or City Manager or designee. Work is reviewed for effectiveness and results obtained.
SUPERVISION EXERCISED: Supervision of other employees may be required of persons in this position.

Author, organize and coordinate parks, golf course, grounds and natural areas management and expansion plans for city.
Serve as liaison to various organizations that utilize City park and recreation facilities. Coordinate a standardized plan for facility use in conjunction with organized users and stakeholders.
Coordinate with Golf Course Concessionaire and ensure adherence to contract guidelines.
Assist the Public Works Director and City Manager in formulating policies and procedures for Parks facilities operations.
Serve as liaison to various county, regional and state entities to provide park facilities/programs that also serve the community of Roseburg.
Assist in preparation of departmental budget relating to park and park infrastructure maintenance and development.
Recommend to the Public Works Director and City Manager projects and potential costs for future parks acquisition and expansion.
Facilitate public meetings related to park programs, use, planning needs and goals. Report same to Public Works Director and City Manager with recommendations.
Work to grow, diversify and increase outreach of City recreation programs. This includes design and implementation of potential programs for direct City oversight and administration.
Maintain positive public relations on behalf of the Public Works Department and City.
Work closely with Public Works Director and Parks Superintendent to assure a coordinated, efficient management of park facilities.
Provide Staff support to City Parks and Golf Commissions.
Work closely with the Community Development Department to ensure planning and acknowledgement of park needs for inclusion in City planning consideration.
Seek out and obtain grants as available and appropriate.
Respond to citizen inquiries and complaints.
Oversee contracts for purchase, design, construction or alteration of city park facilities and programs as needed. Prepare requests for proposal and requests for qualifications for hiring consultants for City infrastructure projects. Review and recommend bid packages for projects.
Other duties as assigned.
Graduation from a four-year college with major course work in park planning, leisure services, recreation, parks, public administration or related field.
Demonstrated ability to work with various agencies and groups.
Three years of related increasingly responsible experience in the field of recreation, park planning or related field.
Possession of a valid Oregon Driver's License, with acceptable driving record, by the time of employment.
Any satisfactory equivalent combination of experience and training which assures the ability to perform the work may substitute for the above.
DESIRABLE QUALIFICATIONS FOR EMPLOYMENT
KNOWLEDGE, SKILL AND ABILITY:
Certification as Park and Recreation Professional. Demonstrated ability to carry out complicated projects to completion. Ability to establish and maintain effective working relationships with employees, supervisors, vendors, elected officials and the public. Knowledge of the materials, methods and techniques used in the construction and maintenance of public facilities including parks, greenways and recreation facilities. Computer skills with proficiency in use of word processing and spreadsheet software
