Performs difficult technical and intermediate administrative work supervising the maintenance and repair of theCity's beautified medians, rights-of-ways, and City parks and facilities building grounds; does related work as required. Work is performed under regular supervision. Supervision is exercised over all Full-time and Part-time common grounds park Beautification personnel.
Plans, organizes, coordinates, directs, and schedules work projects and assigns staff and equipment;
Develops, prepares and/or oversees maintenance repair contracts for parks, facilities, trails and conservation land maintenance beautified medians
Develops, prepares and reviews specifications for bidding services, vehicles, equipment and supplies.
Inspects maintenance, repair, and/or installation sites and gives technical advice and assistance to personnel; trains and instructs personnel as necessary;
Oversees and coordinates the planting, removal and maintenance and removal of turf, tress, and ground covers in beautified medians and at other City facilities
Directs, supervises and evaluates the City's Horticulturist/Arborist,
Oversees the pressure cleaning of curbs and sidewalks on, and adjacent to, roadways,
Oversees daily litter and branch/frond removal on all major thoroughfares on medians, sidewalks and rights-of ways
Coordinates the oversight of the City's Irrigation operations
Plans projects and monitors progress and for conformance to work plans and orders;
Inventories and measures all work task areas; develops task time standards;
Coordinates monitors and follows-up on both in house and other department work requests;
Receives requests for emergency and unscheduled work and coordinates completion of tasks,
Prepares a variety of reports on activities; prepares and monitors CIP and Operating budgets; tracks revenues and expenditures
Coordinates the use of available equipment, materials and personnel to obtain maximum effectiveness and economy,
Assures proper maintenance of traffic guidelines are used to protect staff
Reviews job applications, interviews and makes recommendations regarding employee selection,
Evaluates employee work performance, makes termination and promotional recommendations; counsels employees; issues disciplinary action paperwork;
Receives and responds to citizen complaints and inquiries regarding parks medians and related facilities
Prepares requisitions and recommendation letters; purchases necessary supplies, materials, and equipment; interviews vendors: Performs related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of the methods and practices of the equipment and tools used in, the repair and/or maintenance of parks medians and rights-of-ways and related facilities; thorough knowledge of the various types of turf, plants, and plant materials and the methods and techniques used in maintaining them; thorough knowledge of the occupational hazards and safety precautions or the work and related equipment operation; thorough knowledge of budget preparation, forecasting and administration of financial accounting systems; knowledge and skill in the use of the equipment and tools of the trade; knowledge of irrigation components and operation; ability to prepare plans and detailed reports; ability to plan and supervise the work of semiskilled, and unskilled workers: ability to establish and maintain effective working relationships with associates, contractors, and the general public.
EDUCATION AND EXPERIENCE:
Bachelor degree from an accredited college or university with major course work in park management, horticulture, or related field, or a minimum of 10 years of extensive experience in park maintenance, turf management, irrigation system operations, and landscape material planting, care and maintenance. Considerable supervisory experience. Position may require additional licenses and certificates from NRPA and FRPA.
Possession of a valid State of Florida Class "E" driver's license. Possession of Florida Pesticide Applicator License within 90 days of appointment.
Must be able to lift, carry and push articles weighing up to 50 lbs. must be able to wear hard helmet, safety glasses, safety belt, safety shoes/boots, gloves, and safety vest. Exposure to extreme temperatures and weather conditions, electricity, heights, noise, moving mechanical parts, dust, vapors, fumes, poisons, and animals/insects.
